What are the responsibilities and job description for the Transit Planner position at North County Transit District?
Under the general direction of Director of Service Planning, the Transit Planner is responsible for leading and supporting planning and service development activities, including a variety of professional and technical support and implementation activities. Work includes the preparation of plans and reports; coordination of service development projects; analysis and reporting of ridership, operational characteristics, and system performance data; and facilitation of public pop-up events, surveys, and more.
Distinguishing Characteristics
This position is distinguished by its responsibility to perform a variety of complex support functions that support technical analysis and development of fixed route bus, rail, and demand response public transportation services. Work requires the application of a range of technical and professional transportation planning knowledge.
Supervision Received and Exercised
The Transit Planner reports to the Director of Service Planning and does not exercise any supervisory authority. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.
Duties may include, but are not limited to, the following:
- Using various software applications, including Geographic Information Systems (GIS), analyzes ridership, demographic, employment, development, system performance and other data to prepare reports, service evaluations, technical documentation, and planning guidelines that support service development.
- Participates in systemwide route analysis, identifying opportunities for system performance improvement.
- Assists with the service change process, including the development of schedules, cataloging of customer and operator feedback, and review of customer-facing materials.
- Plans for and maintains accurate records of passenger facilities and identifies requirements for improvements. Coordinates with internal stakeholders and partner agencies in the provision of passenger facilities, service signage, and ADA accessibility of services.
- Attends internal and external project development teams regarding services and facilities, conducting field evaluations and assessments as necessary.
- Ensures standard bus stop plans and documents are maintained and disseminated to developers and jurisdictions for the proactive inclusion of infrastructure necessary for service.
- Assists in design, implementation, and evaluation of passenger or public surveys. Participates in public processes and workshops with local officials, agencies, jurisdictions, groups, and the public to advance transit projects and programs.
- Remains current on principles of public transit scheduling and route design, industry standards, and best practices.
- Prepares maps and other media including PowerPoint presentations.
- Coordinates schedules with intermodal partners including MTS, Metrolink, OCTA, RTA, Amtrak, and Greyhound.
- Makes presentations to various groups communicating NCTD initiatives and plans.
- Performs other related duties as assigned.
- Bachelor's degree in urban planning, transportation, or related field required.
- Minimum two (2) years prior relevant experience required.
Certificates/Licenses
- Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years.
- Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
General Requirements
- General knowledge of U.S. transit industry issues and challenges with some understanding of FTA, state, and local regulations regarding transit.
- Ability to read, analyze, and interpret maps, schedules, plans, spreadsheets, and related documents.
- Ability to transition theoretical questions into data queries, design studies to gather data, and manipulate data in Excel and/or PowerBI.
- Ability to create and maintain good working relationships through excellent communication and teambuilding skills; ability to engage successfully with both internal and external contacts and the public.
- Familiarity with transit scheduling methods including scheduling software (working knowledge of Hastus scheduling highly desirable).
- Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources; ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
- Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
- Ability to manage and maintain simultaneous, transitional, and emerging priorities.
- Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
- Passion for public transit and customer-oriented service planning.
