What are the responsibilities and job description for the North Dakota Lottery Director position at North Dakota Attorney General?
Summary of Work
Duties and Tasks
- Responsible for the overall successful operation of the North Dakota Lottery.
- Must balance the financial integrity of the lottery with the need to maximize revenue production for the State of North Dakota while ensuring the integrity of, and the public confidence in, the lottery program.
- Supervise and administer the operation of the lottery in accordance with applicable laws.
- Enter into contracts and written agreements for the lottery system and operational services and other government-authorized lotteries, for the operation, marketing, and promotion of a joint lottery game.
- Ensure accurate books and records are kept that fairly reflect each day's lottery transactions.
- Ensure quarterly and annual financial reports are provided to the Governor and the Attorney General and biennial reports to the Legislative Assembly.
- Oversee annual audit, conducted by the State Auditor's office, of all accounts and transactions of the Lottery and present the report to the Governor, Attorney General, State Treasurer, and Legislative Assembly.
- Research proposed legislation and testify at legislative hearings.
- Duties assigned to this position are at the discretion of the Attorney General.
In addition to the monthly salary, this position includes fully paid health insurance for employee and family (with a wellness rider included), the option to participate in employee-paid dental and vision for employee and family, participation in the state NDPERS defined benefit retirement plan as well as the option to participate in the 457 deferred compensation plan, the option to contribute to a medical spending account, and earning annual leave and sick leave.
Employees in this position are eligible for the Public Service Loan Forgiveness (PSLF) program.
This is an appointed, not classified position.
Minimum Qualifications
- Bachelor's degree with major emphasis in Business or Public Administration and Finance or Accounting.
- Five years of experience supervising professional and administrative employees highly preferred.
- Experience must also include managing programs and financial systems and proven complex operational skills.
- Knowledge of and management experience in the lottery industry is preferred but not required.
- Marketing and/or sales experience preferred but not required.
- Excellent organizational skills and demonstrated ability to manage detailed information efficiently and accurately.
- Demonstrated leadership ability with strong skills in planning, organizing, coordinating, directing, and overseeing
- High ethical standards.
- Demonstrated excellent written and verbal communication skills.
- Demonstrated ability to communicate tactfully and provide superior customer service.
- Ability to establish and maintain effective, harmonious working relationships with co-workers, supervisors, employees, legislature, and the public.
- Ability to maintain a high degree of confidentiality.
- Successful completion of the interview process, reference checks, consumer credit, and standard background and criminal record checks to determine the knowledge, skills, and ability to perform tasks.
