Summary of Work

Workforce Innovation and Opportunity Act (WIOA) Advisor

Client/Case Management Services - Provide intensive 1:1 Client/Case Management Services including orientation to program services, completing intake and eligibility determinations; conduct assessment of education, skills, abilities, and career goals through interviewing, testing, and other methods; in accordance with regulations, may refer clients to partner/other agencies to remove barriers to employability; prepare individual action plan for clients to include job search, mock interviews, soft-skill development, and resume preparation; educate client on labor market information, job opportunities, navigational key word searches, training programs, transitional skills, and other services; and follow up as needed/required with client on services.

Adult and Dislocated Worker Services - Assist eligible individuals secure and retain employment that increases earning potential through employment, education, and training assistance and provided follow-up services to individuals who obtain unsubsidized employment while enrolled or as a result of participation.

Youth Services - Assist eligible out-of-school youth and in-school youth with one or more barriers to employment, prepare for post-secondary education and employment opportunities, attain educational and/or skills training credentials, secure employment with career/promotional opportunities and provide follow-up services to help ensure the youth is successful in employment and/or postsecondary education and training.

Compliance and Reporting - Maintain files and records for each client, including supporting documentation for the program to meet compliance with contract requirements, policies, and procedures; ensure program benchmarks are met and/or exceeded; and complete all paperwork and reports as needed/requested.

Resource Room & Reemployment Activities - Determine Client/Case Management Services needed and coach clients through reemployment activities including, but not limited to: VOS and email account set up; resume and cover letter creation/updating; Interview preparation; assess job seeker skill gaps and provide necessary resources such as training videos; refer job seekers to job fairs and other employer resources; guide job seekers on career exploration tools, and train job seekers on search methodology; educate clients on website features, including demonstration of how to use/obtain labor market information; and refer clients as needed to available programs they may be eligible for.

Community Engagement - Cultivates relationships throughout the community such as schools, boards, chambers, economic development associations, and other workforce programming partners represents the organization on committees and task forces; and prepares and delivers public addresses at events as needed.

Travel - Required for training and to perform outreach activities to customers/clients in the following 4 counties: Grand Forks, Nelson, Pembina, and Walsh.

Minimum Qualifications

Requires a bachelor's degree in a related field and two years of work experience assessing an individual's talent, hard and soft skill inventory, and/or employment barriers, in order to prepare job seekers and students for the workplace, create career pathways, enhance training opportunities, identify transferrable skills for displaced or disabled workers.

Additional work experience can substitute for the educational requirement on a year-for-year basis.

Preferred Qualifications

Preference may be given to individuals who demonstrate prior experience with public speaking/group presentations, 1:1 case management, training and conducting assessments, working with diverse groups of people, and/or knowledge of local community resources. Candidates who are fluent in a second language are also preferred.
