Summary of Work
Fatality Analysis Reporting System (FARS) Program

Act as the primary FARS analyst and program manager.
Manage the FARS data entry.
Complete all FARS reporting requirements per standards.
Interpret source documents related to fatal traffic crashes and track incoming and outgoing information including information from law enforcement, the North Dakota Office of Attorney General, the State Toxicology Laboratory, coroner’s offices, emergency medical services, other jurisdiction offices, vital records from the North Dakota Department of Health and Human Services, and other records.
Enter initial fatal crash notifications into Fast FARS.
Code the collected data into the FARS system. There are more than 100 different data elements for a single case.
Summarize data for reports, as needed.
Attend FARS training courses, annual meetings, and other agency-sponsored training as needed to advance knowledge and skills.
Crash Data Software and Systems Management, Quality Control and Technical Assistance

Manage daily crash data operations including crash data system functions.
Suggest procedures and/or policies related to crash reporting, software and systems.
Manage the following related to crash reporting and the electronic crash reporting software (ECRS) system used by the North Dakota Department of Transportation (NDDOT) and all law enforcement throughout the State of North Dakota.
Provide technical assistance, training and support as needed to approximately 2,000 law enforcement users as needed.
Respond to phone calls, emails and other requests for information from law enforcement related to crash reporting.
Identify law enforcement training needs using data quality reports and recognizing frequent data entry errors.
Update the ECRS manual as needed.
Develop and/or update training materials as needed.
Assure data is collected and reported consistent with various data standards including:

Fatality Analysis Reporting System (FARS)
Model Minimum Uniform Crash Criterion (MMUCC) and assessment processes
Model Inventory of Roadway Elements (MIRE)
National Emergency Medical Services Information System (NEMSIS)
American National Standard Manual on Classification of Motor Vehicle Traffic Accidents Seventh Addition (ANSI D 16.1-2007)
North Dakota Century Code and others.
Coordinate and convene the ECRS User Group at least two times per year and as needed.

Identify and maintain membership
Identify and resolve user issues in cooperation with the software consultant
Assist with processes related to crash data systems maintenance and integration to link crash data with other data and systems (driver, vehicle, injury, adjudication, etc.).

Identify and test system edits and validations to improve data accuracy, correct data that fails the system edits, and other tasks.

Respond to requests for crash data and assure the release is consistent with state statute, NDDOT legal policies and procedures.

Assist with grant administration processes

Assist with the administration of the traffic records program and grant program in accordance with federal and state requirements to achieve and maintain eligibility for federal grant funds. This includes assigned responsibilities with the Traffic Records Coordinating Committee, the Traffic Records Strategic Plan, grant application processes, and grants management.
Represent the Safety Division at Meetings, Conferences, Workshop, Webinars

Attend state and national meetings to represent on Vision Zero topics and/or to advance professional skills.
Minimum Qualifications
Requires a bachelor’s degree.
Three years of work experience leading to a level of knowledge, skill, and ability necessary to work independently in interacting with others, problem solving, decision-making, and meeting established goals. The ability to discern information from multiple sources to identify facts and required actions and communicate findings to stakeholders. The ability to manage a program. Experience should also include ability to apply laws and regulations. Skilled at applying principles, methods, standards and best practices to identify needs and determine solutions.
Preferred Quals: Experience with grant processes that include written communication skills would be preferred.
Requires satisfactory completion of the interview process and a verifiable record of satisfactory performance in previous employment. Employment is contingent upon the results of a criminal background check.
