This position serves in a lead capacity and as a highly skilled technician for the wastewater treatment facility, and mechanical, motorized equipment. In the lead role, the position prioritizes, assigns, coordinates, monitors, evaluates work; provides technical assistance; resolves work and minor personnel problems; provides input to the Plant Superintendent regarding performance evaluations, discipline, training, and recruitment selection.; contributes to annual planning and in decision making in the coordination and troubleshooting of maintenance activities. This position is expected to perform work with considerable independence in all types of climates and is responsible for and participates in the work of the unit. Carries out the work independently and is expected to resolve problems in accordance with instructions, policies, and accepted practice. Provides the planning on all plant in-house projects, develops maintenance staff priorities and schedules.

Essential Functions:
Performs master level mechanics and maintenance to assure proper equipment installation, operation, performs and assures the maintenance and repair of all treatment facility equipment. Provides guidance to all maintenance staff of maintenance requirements. Ability to work independently without constant supervision. Skill in thinking clearly under difficult circumstances and in troubleshooting mechanical equipment.
Is responsible for developing and maintaining the plants predictive maintenance program tasks on all equipment. Including updating tasks, SOP, and work orders as necessary due to increased wear, or reducing due to oil analyses that demonstrates longer replacement intervals. Takes the lead on reviewing new equipment or replacement equipment O&M’s to ensure tasks are developed. Provides a recommended inventory for such equipment.
Responsible for scheduling all maintenance personnel and activities including prioritizing workloads and responsibilities. Participates in training personnel.
This position does not offer remote work options.

Required Knowledge, Skills and Abilities:
Thorough knowledge of technical treatment plant equipment and machinery and its operation maintenance and repair, considerable knowledge of plant processes, considerable knowledge of hazards and precautions associated with plant operations and processes, considerable knowledge of plumbing, and mechanical equipment. Must demonstrate knowledge of District’s treatment process, ability to make process adjustments, ability to provide vision and understanding of in-house plant upgrades, while promoting a strong safety culture.
Ability to understand and interpret blueprints, schematic drawings and maintenance manuals, specifications, SOPs; ability to make accurate decisions in emergency situations, ability to perform detailed welding, ability to perform complex mechanical repairs on pumps and other plant equipment, ability to communicate effectively, verbally and in writing, ability to develop positive working relationships with supervisors and co-workers. Requires demonstrated proficiency in reading complex technical manuals and other operation and maintenance manuals, writing journal entries, instructions, email/communicate with vendors, and mathematics, including basic algebra and math formulas.
Ability to take the lead for major plant repairs, in-house projects, schedule for required parts, downtime, and be the go to maintenance worker when questions arise. Ability to plan, organize, delegate and supervise the work of semi-skilled, skilled, technical personnel engaged in repair, alteration, replacement, maintenance and development operations. Prepares plans for major repairs and/or construction and procures appropriate resources and materials upon approval;
The ability to respond and give supervision, guidance and direction in a positive, receptive manner; conform with policies, standards and rules of the District; demonstrate a polite, helpful and courteous manner when engaged in any activity with the public; operate and care for equipment to manufacturer's specifications and/or within the specified parameters; Must have knowledge of current NDSD personnel policies and procedures, demonstrate good supervisory skills. Monitor team performance and address any issues or concerns. Conduct performance evaluations and provide feedback to team members
Ability to adapt to an evolving and continually improving environment. Recommends goals and objectives; assists in the development of policies and procedures for the District. Assist in the vision and direction of the District and be proactive.
Able to walk, lift, reach, stoop, stand, grasp, balance, climb, kneel, crouch, and lift 50 pounds frequently.
Education and Experience:
A. Graduation from a standard senior high school or GED equivalent;
AND
B. Completion of two years of studies in a college or trade school.
AND
C. Eight (8) years of progressively responsible experience in industrial plant operations and maintenance, with extensive training in one or more of the following areas: wastewater, auto or diesel mechanics, pump maintenance, or overall general industrial plant maintenance. and two (2) years of supervisory or management experience.
OR
D. An equivalent combination of education and experience.
Special Qualifications:
Must possess an unrestricted Wastewater Treatment Operator certification grade IV with DRC status, or the ability to achieve one within three years.
Must possess a valid Utah State drivers license.
Must be CMRP certified or the ability to become certified within 12 months.
Must be able to analyze complex issues and develop and implement an appropriate response.
Computer literate using Excel, Word, PowerPoint, iPads, and record keeping software.
Must be willing to work on-call and respond to the plant site within 30 minutes of a call out after hours.
Must be a member of the Emergency Response Team.
