EDUCATION AND EXPERIENCE :
Bachelors Degree and two years' transportation supervisory experience and /or training; or equivalent combination of education and experience

CERTIFICATION :
Texas Association Pupil Transportation Supervisory Certification or be working on completion on this certification
Texas School Bus Driver Certification

High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY :
Assists the Executive Director of Transportation with planning, organizing, directing, and managing the District’s Pupil Transportation and Vehicle Services and Maintenance Operations.

ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Assists the Executive Director in the daily administrative operations of the district’s three (3) terminals.
2. Serves as Person-in-Charge in the absence of the Executive Director.
3. Assists Executive Director and Human Resources in investigating and resolving the department’s personnel administration relative to complaints, grievances, and allegations of misconduct.
4. Operationally responsible for drug and alcohol testing programs required by the US Department of Transportation, inclusive of compliance with 49 CFR, parts 40 and 382, and other applicable regulatory agencies.
5. Designated Responsible Person (DRP) for the Texas Department of Public Safety third-party testing program.
6. Monitors the District’s Student Management Discipline Program where transportation services are provided.
7. Regularly communicates with campus administration to resolve student transportation issues.
8. Responds to inquiries received from the public regarding personnel, operational, and student management issues.
9. Regularly communicates with transportation supervisory staff regarding department current events and industry trends that could affect transportation operations.
10. Regularly monitors the district’s fleet maintenance program for school buses and other district vehicles.
11. Assists in recommending school buses, white fleet vehicles and other equipment purchases including securing bids as per district policy.
12. In the absence of the Safety & Communications Supervisor, conducts investigations into bus accidents.
13. Assists Executive Director with coordinating the deployment of the severe weather road crew.
14. Responsible for ensuring all bus drivers are using the SMART TAG bus rider system as designed.
15. Conducts interviews with prospective new employees and checks references as required.
16. Responsible for conducting employee counseling, mid-year reviews, and year end evaluations.
17. Assists in scheduling, organizing, and conducting the Transportation Department yearly in-service meetings, terminal meetings, and quarterly safety meetings.
18. Often makes decisions for the department in accordance with the Texas Education Agency (TEA), Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), District and Department guidelines.
19. Assists the Executive Director with planning and expenditure controls of the department budget.
20. Monitors the School Bus Driver (including Entry-level Driver Training- ELDT) and Specialized Assistant training programs and makes recommendations for remedial training to improve knowledge and skills.
21. Confers with the routing department to help find resolution to concerns with bus routes.
22. Assists the Executive Director in researching, reviewing, and making recommendations for possible hazardous routes, as per TEA guidelines.
23. Keeps informed of and complies with federal, state, district, and department guidelines.
24. Occasionally drives a school bus and other district vehicles in the performance of assigned tasks.
25. Available for after-hours communication to help in making the best decisions on behalf of the district.
26. Maintains confidentiality of information.
27. Reports to work on time every day.
28. Performs additional duties and accepts other responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS:
• Knowledge of pertinent Federal, State, and Local laws and regulations affecting the transportation of students
  • Knowledge of principles and practices for efficient bus routes
  • Ability to interpret policy, procedures, and collect data.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to assist with managing transportation budget.
  • Ability to effectively present information and respond to questions from groups of managers, employees, and the public.
  • Successful completion of a pre-employment physical examination to include vision, hearing, alcohol and drug testing and an acceptable driving record documented by a Motor Vehicle Records Check
  • Valid Texas Class B Commercial Driver’s License with Passenger and School Bus Endorsements and driving record that meets the requirements of the district, TEA, Department of Transportation and the Texas Department of Public Safety

PHYSICAL DEMANDS:
Occasionally required to drive school bus/general purpose vehicle(s) in the performance of assigned tasks. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk and sit. The employee is occasionally required to use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must frequently operate District vehicles in the performance of assigned tasks

WORK ENVIRONMENT:
While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles and outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; toxic or caustic chemicals; risk of electrical shock; and vibration. The employee must occasionally work in a confined space. The noise level in the work environment is usually moderate.
