What are the responsibilities and job description for the Senior Land Use Planner position at North Florida Professional Services?
This is a highly responsible, professional position in the Planning Department with limited supervision from the Planning and Grant Manager. The position is responsible for advanced-level professional planning work and managing projects to completion. The employee works and coordinates with local governments and private developers on planning and grant needs. The employee reviews various development applications and provides technical planning expertise and advice.
Duties/Responsibilities:- Review various development applications on behalf of various local governments for conformance with the local government’s Comprehensive Plan & Land Development Regulations
- Provide technical support to employees and various local governments
- Review, research, analyze, and write data and analysis and concurrency reports, with recommendations, findings, and conditions, for various types of development applications
- Present reports and recommendations to local government Boards, Commissions, and/or Councils.
- Assist local governments with applicants and the general public with interpretation of adopted development regulations and standards, and provide information about the development review process
- Assist with the formulation and implementation of planning studies and projects
- Coordinate with local, state, and federal governments of projects
- Assist in maintaining Geographical Information Systems (GIS)
- Create various maps utilizing GIS
- Manage and prepare development applications for private clients to be submitted to local governments for approval
- Prepare development orders, resolutions, ordinances, and or documents for local government
- Draft and prepare comprehensive plan amendments for local governments
- Draft and prepare amendments to the text of local government Land Development Regulations
- Knowledge of the principles and practices of rural and urban planning and the environmental and socioeconomic implications of the planning process
- Knowledge of Federal laws and ability to gain knowledge of State and/or Local laws governing zoning, planning, and development regulations
- Knowledge of laws governing zoning enforcement and governmental programs, laws, and services related to the planning process.
- Knowledge of various County/Municipal zoning ordinances and land use regulations
- Knowledge of research methods/techniques
- Ability to make impartial judgments
- Ability to coordinate the workload of subordinates
- Ability to gain knowledge of various local governments
- Ability to gain knowledge of various government procedures and policies
- Knowledge of the current literature, trends, and developments in the fields of planning and zoning
- Ability to communicate ideas and findings clearly and concisely, utilizing oral, written, and graphic techniques
- Ability to prepare and present complex analyses, plans, and reports
- Ability to establish and maintain effective working relationships with supervisors, other Department employees, developers, consultants, and various local governmental agencies, and exercise tact and discretion
- Ability to gather and analyze data and draw logical conclusions
- Knowledge of computers, programming, and associated equipment
- Knowledge of Geographical Information Systems (GIS)
- Seven (7) years of professional experience in local governmental planning; or
- Bachelor’s degree in planning, business, public administration, or a related field and five (5) years of professional experience, as described above; or
- Any equivalent combination of training, education, and/or experience.
- Valid Driver’s License
- AICP - Preferred

Salary : $75,000 - $100,000
