The Purchasing Manager is responsible for overseeing all procurement activities, ensuring efficient purchasing processes, cost control, and regulatory compliance for the organization. This role includes managing procurement technology systems (ERP and inventory management), developing local and tribal sourcing initiatives, and providing training and support to internal departments on requisitions, purchase orders, and vendor management.
As a key member of the Finance team, the Purchasing Manager will collaborate closely with Accounting, Accounts Payable, and the Tribal Gaming Commission to ensure procurement operations align with tribal laws, gaming regulations, and financial policies. The position also plays a strategic role in supporting tribal economic development by prioritizing Native-owned vendors and ensuring procurement decisions reflect the tribe’s values, sustainability goals, and economic priorities. Perform responsibilities in accordance with all Company standards, policies, and procedures.
Essential Functions:
- Develop and implement procurement strategies that align with company policies, cost efficiency, and compliance requirements.
- Lead vendor negotiations to secure the best pricing, quality, and service agreements.
- Establish and maintain relationships with local, tribal, and national suppliers, ensuring a diverse and competitive supplier base.
- Conduct regular market analysis to evaluate product availability, pricing trends, and supplier performance.
- Monitor and analyze purchase requests and vendor contracts to ensure compliance with policies and regulations.
- Implement, maintain, and optimize the ERP procurement module for seamless requisition and purchase order processing.
- Provide training and support to internal departments on procurement systems, requisition processes, and best practices.
- Work with IT and Finance teams to troubleshoot system issues and recommend enhancements for procurement efficiency.
- Ensure data integrity within inventory and purchasing management systems (e.g., RedRock, Coupa, Ariba, etc.).
- Work closely with Accounts Payable to ensure timely invoice processing and resolution of discrepancies.
- Assist in the development of procurement-to-payment (P2P) workflows to improve efficiency and reduce errors.
- Collaborate with Finance on budget planning and cost analysis related to purchasing and vendor management.
- Develop and enforce a tribal vendor preference policy, ensuring opportunities for Native-owned businesses.
- Maintain a database of qualified Native and locally owned suppliers and actively engage in outreach efforts.
- Align procurement practices with tribal economic development goals and sustainability priorities.
- Work with the Tribal Council and Economic Development Committees to support initiatives that benefit the tribal community.
- Ensure compliance with tribal, federal, and gaming regulations governing procurement and vendor contracts.
- Work with legal counsel and finance teams to review contracts, incorporating necessary sovereign immunity provisions.
- Maintain audit-ready documentation for all procurement transactions, ensuring transparency and accountability.
- Enforce procurement policies and procedures, providing ongoing training to ensure adherence across departments.
- Provide mentorship and training to procurement team members and internal stakeholders on purchasing processes.
- Develop career advancement opportunities for tribal members interested in procurement and supply chain roles.
- Conduct regular staff meetings, performance evaluations, and ensure continuous improvement in procurement practices.

Minimum Qualifications:
- Bachelor’s degree or equivalent combination of education and experience required.
- Five (5) or more years of purchasing supervisory / management experience in gaming/hospitality environment, to include three (3) or more years of food & beverage buying experience required.
- Must be able to obtain and maintain a Gaming License from the Tribal Gaming Commission.
Physical Requirements:
- Full time on site in Madera, CA.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at times.
Work Conditions:
Team Members will be in constant contact with fellow Team Members and Guests. Work includes the maintenance and care of assigned work area. Work is typically performed in an office environment. However, work may be in an area, which may be unusually hot, cold, noisy, and may contain secondhand smoke. Work may be performed in a confined area. Work may be scheduled at various hours, including working overtime, and during evening, weekends, and holidays. Work may entail trained chemical usage. Work is in a high volume, fast paced environment with frequent interruptions.
