Position Summary:
The Finance Director is a senior leadership role responsible for managing the financial health and operational efficiency of North Kern South Tulare Healthcare District (“NKSTHD”). This position plays a pivotal role in shaping the district’s financial strategy, ensuring sustainability, and supporting the delivery of specialized healthcare services to the community. The Finance Director will oversee all aspects of financial management, including budgeting, forecasting, financial reporting, compliance, and strategic financial planning. The ideal candidate will bring strong leadership skills, a deep understanding of healthcare finance, and the ability to guide the organization in achieving its long-term financial goals while adhering to industry regulations and standards.
Supervisory Responsibilities:
· Directly supervise and manage a team of financial professionals, including accountants, financial analysts, and support staff.
· Oversee day-to-day operations within the finance department, ensuring accuracy and timeliness of financial reporting and compliance.
· Collaborate with other department heads to ensure financial strategies align with district-wide goals and initiatives.
· Ensure staff adherence to district policies, procedures, and regulatory requirements.
Duties/ Responsibilities:
· Oversee the financial operations of the District, including budget development, financial forecasting, and long-term financial planning.
· Manage the preparation of monthly, quarterly, and annual financial statements, ensuring they accurately reflect the financial status of the district and comply with relevant regulations and standards.
· Provide strategic financial analysis to the district’s leadership, supporting informed decision-making and operational efficiency.
· May manage, supervise, train, and evaluate assigned staff; make recommendations for the selection of new employees; provides or coordinate staff training; provide expertise and direction to staff
· Ensure compliance with healthcare regulations, district policies, and industry-specific accounting standards, including those related to reimbursement, billing, and cost management.
· Report regularly to the Board of Directors, providing updates on financial performance, forecasts, and key financial decisions.
· Prepare and present detailed financial reports, budgets, and forecasts to the Board of Directors to support informed decision-making.
· Analyzes revenue generating and cost reducing proposals for District programs and prepares revenue projections
- Build and maintain relationships with external financial institutions, auditors, contractors and regulatory agencies to ensure compliance and best practices.
- Acts as liaison with other public agencies, business and community groups, consultants, legal counsel, and departments to coordinate various phases of the assigned program
· Provide leadership to the Finance and Accounting team through effective objective-setting, delegation of tasks, and clear communication, fostering a productive and collaborative team environment.
· Performs other related duties that may be reasonably expected as part of this classification.
Required Skills/Abilities:
- Prepare a variety of financial reports and long-range financial plans.
- Develop, evaluate, implement, maintain, and recommend improvements to financial management, and control procedures.
- Interpret, explain, and apply applicable laws, codes, and regulations.
- Examine and verify financial documents, reports, and transactions.
- Operate a variety of word processing, spreadsheet, and software applications, including financial reporting programs.
- Read, interpret, and record data accurately.
- Make sound decisions within established guidelines.
- Communicate clearly and concisely both orally and in writing.
- Effectively organized assigned tasks and work within deadlines.
- Use judgment and initiative to resolve problems that are highly complex and sensitive.
- Establish and maintain effective working relationships with District staff, outside agencies, businesses, and the public.
- Work collaboratively with others to develop and implement programs, plans, projects, and initiatives.
- Develop and analyze options for solving problems and addressing issues.
- Develop and analyze strategies and participate in strategic analyses and strategic planning.
Education and Experience:
Any combination of experience and education that would be likely to provide the required knowledge, skills, and abilities could be qualified, as determined by the district. A typical way to obtain knowledge, skills, and abilities is:
Minimum of three years of professional, advanced-level experience in accounting or financial management, including at least two years in governmental accounting, budgeting, procurement, utility or other municipal financial planning, modeling, or forecasting, or high-level municipal finance. Must also have at least one year of supervisory experience. Bachelor's degree in accounting required; CPA preferred
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at times.
- Must be able to access and navigate each department at the organization’s facilities.
Salary:
$140,000 – $160,000 annually, commensurate with experience.
Work Schedule
· Monday through Friday, 8: 00a.m-5: 00p.m
· Attendance is required at Board Meetings, which are held on the last Thursday of each month.
· Occasional evening and weekend hours will be required to attend related events or as directed.
