Position Summary: The North Little Rock School District (NLRSD) is seeking exceptional applications for the executive leadership position of Assistant Superintendent of School Network Support Services. 

 

This newly reorganized role is responsible for the direct supervision and evaluation of all district support services for two networks of schools (A and B). The Assistant Superintendent of School Network Support Services will work side-by-side with two Assistant Superintendents of School Improvement Network (A and B) to deploy, monitor, and evaluate support services to schools that include the areas of curriculum and instruction, wraparound services, student-centered services, and special education and dyslexia services. The Assistant Superintendent of School Network Support Services will be responsible for leading, planning, directing, managing and evaluating all aspects of the district's school network support services model to ensure that schools, teachers, students, and their families are receiving the highest quality of support necessary for improvement. 

 

The ideal candidate provides leadership, coaching, professional development, and direct support and supervision to assigned central office coordinators who oversee their respective areas of responsibility within a tiered system of support based upon the needs of individual schools within each network. Through a lens systems, structures, culture, and leadership, provides support and targeted services to schools within each network with a focus on improved student performance and building professional capacity of school-based leaders while supporting families and caregivers. Spends the majority of time supporting the joint work of central office coordinators and school principals and assistant principals while improving communication, knowledge, and services collaboratively with two Assistant Superintendent of School Improvement Networks (A and B).

  • The Assistant Superintendent of School Network Support Services responsibilities will include, but are not limited to the following:
  •  Directly reports to and works closely with the Superintendent of Schools. 
  • Serves as a critical member of the Superintendent’s executive leadership team.
  • Directly supervises and leads a network of central office coordinators to include: Reading, Literacy and English Language Arts, Mathematics, Science and Advanced Programs, English Language Learners (ELL) and World Languages, Virtual Learning and Data, School Innovation, School Network Wraparound Services, Student-Centered Services, Special Education, and Dyslexia. 
  • Works collaboratively and side-by-side with both Assistant Superintendents of School Improvement Network (A and B) to improve communication and support of joint work between schools and central office while assisting with removing barriers for school principals to be instructional leaders. 
  • Assists the Superintendent in the implementation of system-wide curricular strategic projects and initiatives and monitors these initiatives and programs to ensure that they lead to maximum student achievement while aligned to the new district strategic plan and school network model. 
  • Supports the Superintendent to implement recommendations and improvement strategies based upon the 2022 Curriculum Management Audit. 
  • Participates in monitoring school visits to schools with the Assistant Superintendent of each School Improvement Network alongside coordinators to support the implementation of effective teaching and learning practices. 
  • Assists the Superintendent in providing leadership, direction, and oversight for the design, development, and implementation of the district's curriculum management improvement model to ensure a high quality curriculum in all content areas. 
  • In collaboration with other district leaders, ensures that districts goals for improving teaching and learning are promoted and aligned across organizational functions and the new school network model. 
  • Directs and oversees curriculum alignment to national, state, industry, content standards and technology standards to ensure each curriculum addresses the system-wide goals and provides multiple instructional strategies, emerging technologies, and quality assessments to meet the needs of individual student groups.
  • Organizes monthly training and professional development for school-based Network Instructional Specialists in order to improve communication between schools and central office while growing specialists to directly support teachers at the campus level to improve teaching and learning. 
  • Assists the Superintendent in implementing the E4 the Future District Transformation Model vision aimed to create innovative schools in new or creative ways to existing instructional and administrative practices that are intended to improve academic performance and learning for all students. 
  • Provides the leadership, planning, implementation, and evaluation of system-wide professional development initiatives in collaboration with the Assistant Superintendents of School Improvement Network (A and B). 
  • Assists the Superintendent in providing leadership, direction, and monitoring of an integrated network of tiered support models to schools in collaboration with Assistant Superintendents of School Improvement Network (A and B). 
  • The Assistant Superintendent of School Network Support Services will oversee the planning, development, implementation, evaluation and maintenance of programs for all aspects of student-centered services including programs for students with alternative needs, child welfare, 

 

Competencies: Comprehensive knowledge of school-based administration; comprehensive knowledge of school district outcomes, procedures and the network organization support model. Knowledge and ability to lead and coach district coordinators to assist teachers with improving teaching and learning within the assigned network of schools. Ability to demonstrate strong internal and external support for the NLRSD. Ability to communicate effectively with a variety of audiences. Excellent knowledge and understanding of all facets of public school operations. Knowledge and understanding of the change process, organizational development, conflict resolution and facilitation skills. Highly effective organizational and consensus building skills. Knowledge and understanding of all policies and procedures of the NLRSD. Ability to conceptualize, initiate, monitor and evaluate new and/or current programs to support assigned school networks. 

 

Minimum Qualifications

  • Licensed Arkansas District Level Administrator (P-12) or meets qualifications and requirements for reciprocity or is eligible to hold appropriate licensure. 
  • Doctoral degree in a related field of study is preferred. 
  • Curriculum Program Director or Special Education Director licensure is preferred. 
  • Have a minimum of five (5) years’ experience as a central office district leader is preferred.  
  • Have a minimum of eight (8) years’ of successful job performance in education including teaching, supervision, leadership, and administration. 
  • Demonstrated success in leading large scale systemic change with educational and organizational improvement initiatives. 
  • Experience in project and process management, including the ability to identify, develop, and deploy resources across multiple initiatives. 
  • Experience working in a highly collaborative environment where teamwork, creative problem solving, and self-motivation are necessary for success. 
  • Experienced leadership in an urban school district is preferred.

  • Knowledge and ability related to models of supervision and teaching including: clinical and developmental, cognitive and peer coaching, observation and conferencing, learner vs. teacher centered, interdisciplinary teaming.
  • Knowledge and ability related to role and function of personnel supervision including: identifying continuous staff development needs and resources, organizing, facilitating, and evaluating professional development programs, integrating district and school priorities, coordinating multi-discipline curriculum integration teams, improving faculty as a resource, applying effective job analysis procedures, supervisory techniques and staff performance appraisal, negotiating and managing staff conflicts.

 

Work Environment

  • Work is primarily conducted in an office or school setting. Prolonged stationary work and attention to desk or computer tasks are required. This position is cognitively demanding and requires especially well developed professional social skills and communication skills. Movement in and about schools and office buildings/grounds is a frequent requirement and ability to carry or lift items 75 lbs. or less.
