JOB SUMMARY

The Business Manager is responsible for the operational control in planning, directing, and coordinating activities involved with reporting of financial information, budgets, audits, business policies and processes, compliance with financial-related laws and regulations in functional areas including payroll, employee benefits, accounting, accounts receivable and accounts payable. The Business Manager is responsible for the integrity of the data posted to all general ledgers and the dissemination of financial information to departments, School Board, regulatory agencies, and the public.

SUPERVISION, RESPONSIBILITY AND CONTROL OF THE WORK

Performs under the broad guidance and administrative supervision of the Superintendent. Work is controlled and / or guided by Generally Accepted Accounting Principles (GAAP), state statutes and administrative code, audit findings and recommendations, professional practice, district policies and procedures, and directions and expectations as established by the Superintendent. The Business Manager is expected to exercise sound judgment, initiative, and effective decision-making in managing and supervising payroll, employee benefits, and accounting operations and is responsible for the accuracy and reliability of fiscal work.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties of this position include the following tasks. Employees in this position perform some or all of the following tasks. Other duties may be assigned at any time.

STANDARD

  • Responsible for the full range of accounting activities including : accounts payable, accounts receivable, fixed assets, student body funds, grant accounting, debt management, cash management and general ledger.
  • Advises the Superintendent, staff members and Board of Directors on all matters related to business affairs.
  • Monitors and provides support for all payroll processing and procedures.
  • Provides support to the Maintenance Director for budgeting and project management.
  • Coordinates and prepares all budget preparation activities for the District.
  • Prepares salary, benefit, and other computations as needed during negotiations.
  • Assesses feasibility of specific proposals.
  • Directly participates in negotiations.
  • Monitors grants and contract budgets; prepares various grant expenditure reports and reimbursement requests.
  • Monitors appropriation levels for all major funds.
  • Responsible for state reports including budget, audit, staff, integrated program and other accounting related reports and collections.
  • Manages the competitive bidding process and provides support to all departments that competitively bid for equipment or services.
  • Oversees risk management and insurance programs (property, liability and student).
  • Prepares for annual audits.
  • Reconciliation of all funds, fixed assets, and grant / contract activities and final entries.
  • Is the main liaison with the auditors.
  • Prepares the annual audit report.
  • Prepares financial reports for presentation to Administrators and the Board of Directors
  • Attends school board meetings.
  • Monitors and controls daily cash flows and is responsible for bank reconciliations.
  • Provides support for the financial systems of the District.
  • Demonstrates knowledge and skill in applying conflict management and dispute resolution techniques.
  • Keeps abreast of trends, best practices, and their potential impacts upon district goals and operations. Maintains professional relationships with colleagues and participates in professional development activities that may enhance district business services.
  • Demonstrates knowledge and understanding of all district policies and procedures.
  • Maintains consistent, daily and punctual attendance.

ADDITIONAL FUNCTIONS

  • Follows and supports District's policies and procedures.
  • Performs other duties as may be assigned.
  • Develops and maintains systems of internal control to safeguard financial assets of the District.
  • Leads the business office with targeted accounting operations of the district, including payroll, the annual independent audit, and / or general ledger accounts using Governmental Accounting Standards Board (GASB) and GAAP requirements.
  • Leads the planning, development, and implementation of new or enhanced accounting financial systems and / or processes.
  • Develops positive working relationships with staff. Responds to inquiries and provides a high level of customer service. Provides technical information and support to other staff regarding accounting requirements.
  • Maintains extensive knowledge of GAAP, federal regulations, state laws and District policies and procedures.
  • NON-ESSENTIAL DUTIES AND RESPONSIBILITIES Non-essential duties of this position include the following tasks. Employees in this position perform some or all of these tasks. Other duties may be assigned at any time.

  • Operates various office equipment including audiovisual equipment / devices, telephones and photocopy machines.
  • Attends in-service trainings, staff meetings and other meetings as assigned. Attends professional growth activities related to job responsibilities.
  • Serves on building and district committees as assigned.
  • Communicates information about district, school and / or departmental policies and procedures to students, staff, parents and patrons.
  • OTHER REQUIREMENTS

  • Consistently follows all applicable federal and state laws and all district policies, rules and supervisor directions.
  • Observes ergonomics of sedentary office work including placement of computers and monitors, and sitting alignment.
  • Observes proper lifting techniques and other strategies to avoid accidents and personal injury while performing job duties.
  • Performs other duties as assigned.
  • SUPERVISORY RESPONSIBILITIES

    This position will supervise the Payroll / HR Specialist, and will support the Superintendent in the supervision of the Maintenance Director. All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

    QUALIFICATIONS

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and / or ability required.   • Education and / or Experience : Bachelor's Degree in accounting or related field or at least 5 years of general accounting experience. This should include processing complex financial transactions, recordkeeping and preparation of monthly, quarterly and annual reports. Applicable experience should include working knowledge of federal and state rules / regulations related to areas of responsibilities, including state procurement laws and rules and the following :
  • Working knowledge of Oregon's Local Budget Law or similar law from another comparable jurisdiction.
  • Recent successful experience of three years or more in fund accounting, preferably in a public sector setting, ideally in a public school district.
  • Recent successful experience of five years or more using a computer-based system for accounting applications.
  • High-level proficiency in personal computer spreadsheet applications.
  • Working knowledge of grant accounting as it relates to Oregon education preferred.
  • Demonstrated ability to organize time and resources to perform multiple tasks simultaneously.
  • Demonstrated ability to make decisions independently and use initiative and judgment in accomplishing tasks.
  • Demonstrated ability to supervise and develop staff and maintain interpersonal relationships.
  • Written and oral communication skills sufficient to perform essential functions.
  • Physical and mental attributes sufficient to perform essential functions.
  • Interpersonal Skills : Works well with others from diverse backgrounds. Focuses on solving conflict, maintaining confidentiality, listening to others, keeping emotions under control, remaining open to others' ideas and contributing to building a positive team spirit.   • Language Skills : Ability to communicate in English fluently both verbally and in writing, including proficiency in spelling and grammar. Ability to respond to common inquiries or complaints from students, parents, staff, regulatory agencies, the media, vendors and members of the community. Ability to read and interpret documents including governmental regulations, safety rules and operating and maintenance instructions / instruction manuals. Ability to prepare routine reports and correspondence with high degrees of accuracy and professionalism.
  • Mathematical Skills : Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to calculate rates, ratios, percentages and proportions. Ability to read and interpret various charts, bar graphs and similar visual data depictions.
  • Reasoning Ability : Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form. Ability to deal with problems involving more than one variable.
  • Computer Skills : Ability to effectively use office computers and internet access for email, research, word processing, database manipulation, visual presentations and general web-based applications.
  • Other Skills and Abilities : Ability to exercise good judgment and work effectively in a dynamic environment. Ability to work flexible hours.
  • Certificates, Licenses, Registrations : A valid Oregon Driver's License is required. Must have or be able to obtain various certificates, licenses and / or registrations as required by federal, state or local law(s) and / or determined by the district. Must be qualified to be bonded with a surety company.
