Summary or Purpose
Performs a variety of budget functions in the maintenance of financial, budget and accounting records for a Budget Office.
Essential Duties and Responsibilities

Processes and reconciles transfers, expenditures and technical transactions for the Budget Office, in compliance with all applicable Federal, State and Borough rules, regulations and ordinances.
Performs technical budget accounting work; provides professional and technical guidance to Department staff, assists in the preparation of the special and annual budgets and reports; assists in the development and management of NSB operating budget.
Researches and analyzes technical budget transactions to resolve questions and validate data.
Reviews source documents for compliance with rules and regulations; determines proper handling of budget transactions.
Assists in the coordination of information and communications between the Budget Office and other Borough departments to clarify and reconcile special funds, allocations, and budget accounting issues.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of Borough policies and procedures.
Knowledge of computer hardware and accounting software applications.
Skill in reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal rules and regulations, and Borough budget policies and procedures.
Skill in analyzing and interpreting financial documents.
Education, Experience, Certifications and Licenses Required
High school graduate or G.E.D./ or, a combination of 12 years of education and realted work experience.
Two years of budget or accounting work experience using financial software.
One year work experience using JD Edwards software.
One year work experience with Excel spreadsheets.
