Summary or Purpose
Directs and coordinates the police operations in a major division; directs and supervises the activities of assigned officers and staff. Assure compliance of divisional activities with State and Federal laws and Borough policies and procedures.
Essential Duties and Responsibilities

Enforce local, State and Federal laws, and Borough Municipal code.
Represents the Borough Police Department at court hearings; prepares reports requested and subpoenaed by the courts; and testifies in court cases.
Directs division operations; evaluates and analyzes division issues, and recommends and implements solutions; prioritizes and assigns tasks and projects; trains and evaluates staff; assures divisional activities are in compliance with all laws, policies, regulations and goals.
Manages officers; prioritizes and assigns tasks and projects; disciplines, trains and evaluates officers; counsels, coaches and instructs employees as required; assures officers are ready and prepared for duty; develops staff skills and conducts performance evaluations.
Briefs officers on special assignments; coordinates administrative activities including employee scheduling and report processing.
Develops and monitors division budget; prepares special and recurring reports, budgets, grants, proposals and contracts; recommends and implements changes to existing policies.
Conducts research and planning functions; analyzes trends and makes recommendations for staffing and personnel assignments; directs division projects including grants and capital projects.
Monitors and reviews trends in law enforcement and criminal justice. Recommend operational and policy improvement.
Investigates and resolves complex and sensitive cases and citizen complaints, and conducts internal investigations.
Supervises and participates in critical incidents, tactical situations and criminal investigations; responds to major crime scenes and takes command when appropriate; reviews criminal cases and assignments; identifies policy and compliance issues, and proposes solutions.
Manages a variety of specialized functions in areas of expertise, including training, patrol and shift scheduling, detention protocols, internal affairs, civil and court process and proceedings and court security.
Assists and interacts with federal, state and local law enforcement organizations, other Sheriff’s personnel, County departments, and outside organizations and businesses.
Participates in activities that promote the Department’s Community Oriented Policing philosophy; this includes, but is not limited to, allowing the department to take and use an employee’s photo and information for public relations and public service purposes.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of NSB Police Department policies and procedures, rules of evidence, current law enforcement techniques and procedures, and criminal and traffic codes.
Knowledge of law enforcement management principles, practices and methods.
Knowledge of Borough, State and Federal laws, regulations and ordinances.
Knowledge of the criminal justice and court systems, procedures and protocols in the State of Alaska.
Knowledge of investigative and interrogative procedures, and protocols for observation of critical details.
Knowledge of hazardous chemicals and materials, first aid and CPR.
Skill in safely using and maintaining a variety of firearms and special law enforcement equipment.
Skill in interacting with people of different social, economic, and ethnic backgrounds.
Skill in exercising controlled discretion in communicating with criminal suspects and mediating difficult situations.
Skill in interpreting laws and regulations, making decisions, maintaining composure, and working effectively under stressful conditions and emergency situations.
Skill in effectively supervising, leading and delegating tasks and authority.
Skill in assuming command level responsibilities and making appropriate decisions, while assuring compliance with Department and division goals and objectives.
Skill in analyzing complex law enforcement issues and developing solutions.
Skill in operating motor vehicles during emergency, high-risk situations.
Skill in operating a personal computer and software applications.
Education, Experience, Certifications and Licenses Required
High school graduate or G.E.D/or, a combination of 12 years of education or related work experience.
Certified as a police officer by the Alaska Police Standards Council;
Seven years of previous police experience, two of which need to be with the North Slope Borough Police Department.
Four years of previous police supervisory experience;
Two years of employment as a police officer with the North Slope Borough Police Department;
Current employment as a sworn law enforcement officer with the North Slope Borough Police Department;
Valid Alaska driver license that meets the North Slope Borough insurance criteria;
Citizen of the United States per Alaska Administrative Code (AAC) 13 AAC 85.010 (a) (1).
21 years of age or older at time of hire as per Alaska Administrative Code (AAC) 13 AAC 85.010 (a) (2).
Ability to pass a thorough personal-history investigation of the person to determine character traits and habits indicative of moral character.
Environmental Factors and Conditions/Physical Requirements:
Work is performed in internal and external environments with exposure to inclement weather and varying temperatures. May be exposed to hazardous chemicals, drugs, and infectious and communicable diseases. May be required to apprehend and physically restrain combative persons. Subject to standing, walking, sitting, bending, reaching, kneeling, running, and lifting heavy objects such as gun belts, equipment, suspects, files, and evidence.Special Equipment and Tools Utilized:
Automotive, boat, and snowmobile patrol vehicles; firearms; impact baton; two-way radios; cameras; radar units; pepper spray; blood, drug and chemical analysis kits.
