Summary or Purpose
All Borough employees who occupy positions where federal law mandates testing shall comply with the requirements of the federal regulations and will be subject to pre-employment, random, post-accident, reasonable suspicion return to duty and follow-up testing.
Oversees the warehouse operation to ensure material receipt, distribution and storage; responsible for the maintenance of an accurate inventory and accounting of all North Slope Borough Fixed Assets, including research, data entry, documentation processing, and system maintenance.
Essential Duties and Responsibilities

Coordinates and manages the receiving, inspection and distribution of incoming NSB shipment from post office, airlines, etc. and oversees outgoing shipping activities for all NSB departments and directs the processing of appropriate documentations.
Supervises, trains, and evaluates Shipping & Receiving and Fixed Assets staff.
Identify, analyze and resolves problems; establishes and implements procedures for all NSB Shipping & Receiving and Fixed Assets activity.
Prepare reports, statistics, correspondence and budget materials as directed.
Maintains the warehouse inventory and fixed assets inventory for Barrow and outlying villages; controls the movement of materials and supplies in and out of the warehouse.
Maintain information system for monitoring storage inventories and fixed assets.
Conducts Borough surplus sales of excess property as directed; processes equipment transfer between departments and works with non-profit and native organizations for the transfer of available surplus equipment.
Travel to the North Slope villages and to all Borough business locations to perform physical inventory of NSB fixed assets.
Assist in the preparation of the annual department budget and monitor the annual budget for the division.Assist in the development and improvement of services and programs within the division.

Performs fixed assets accounting duties to record all NSB equipment and property; prepares and maintains the fixed assets inventory list as required for annual audits.
Assists Purchasing in monitoring the Central Supply operation.
Acts as safety and maintenance coordinator for the warehouse facility; creates work orders for building and vehicle maintenance.
Perform hands-on warehouse work as needed.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of Borough organization, operations, policies and procedures.
Knowledge of the principles of government accounting, and fixed assets inventory and management.
Skill in utilizing personal computer and a variety of applications.
Skill in prioritizing multiple tasks, projects and demands.
Skill in supervising, coordinating staff and assigning tasks.
Skill in written and oral communication.
Education, Experience, Certifications and Licenses Required
High school graduate or G.E.D/or, a combination of 12 years of education and related work experience.
Four years of work experience in applying rules, regulations, laws, policies, and procedures;Three years of work experience with a PC using common software applications;
Two years of freight handling or related work experience;
Two years of accounting experience;
Two years of supervisory experience;
Two years of work experience preparing budgets;
Valid Alaska Commercial Driver's License (with Hazmat Endorsement) that meets North Slope Borough insurance criteria.
