Summary or Purpose
Perform complex duties as a project administrator of Public Works contracts and projects with minimal supervision and in a prompt, timely, professional manner. Represent North Slope Borough in administrating Public Works contracts, equipment and materials procurement, and various agreements pertaining to Public Works operations.Essential Duties and Responsibilities

Prepare and submit all contract documents and all other project-related paperwork consistent with sound project management practices.
Review, verify, and validate all pay estimates and change orders for assigned projects.
Establish, adopt, and review planning and scheduling timelines for project inception, execution, and completion. Develop and define the scope of work, understand project risks, set milestones, and evaluate project artifacts.
Analyze how assigned projects meet or exceed NSB-assessed needs, with direction and supervision provided by the Program Manager.
Execute various procurement responsibilities, including soliciting, reviewing, and approving contractor/consultant/vendor proposals; review and approve invoices and contractor pay applications.
Prescribe appropriate conduct, responsibility, authority, and duties of all parties for compliance with accepted NSB/Department procedures.
Examine and approve project plans, scopes, technical specifications, cost estimates, bidding/negotiation documents, submittals, schedule of values, construction schedules, and/or field engineering and documentation, including costs.
Oversee and scrutinize contractor/consultant/vendor performance regarding the specified scope of work, DCVRs, and schedules.
Identify and resolve project issues; ensure that assigned projects progress according to schedule and budget.
Act as point of contact between Public Works and Contractors, Consultants, Vendors, and other Borough departments for assigned projects.
Compile and maintain comprehensive, complex records and accurate, readable, organized documentation.
Perform other duties as assigned.Knowledge, Skills and Abilities
Knowledge of North Slope Borough organization, operations, policies and procedures. Knowledge of project or contract management practices, skills, tools, and techniques.
Knowledge of methods and means of collecting and evaluating information and data pertinent to Public Works services and federal, state, and local ordinances, statutes, laws, and regulations.
Skill in using personal computers and a variety of software applications.
Ability to prioritize multiple tasks and projects; ability to work under pressure of deadlines while maintaining a cooperative working relationship.
Ability to research, analyze, and recommend administrative, management, and procedural practices and other complex project issues.
Ability to create highly effective technical documentation for all project-related activities.
Ability to understand and interpret complex documents, rules, regulations, procedures, and programs.
Ability to work effectively as a team member and communicate orally and in writing using language understandable to management and employees.Education, Experience, Certifications and Licenses Required
High school graduate or GED or a combination of 12 years of education and related work experience;
One (1) year of work experience in supporting contracts and/or projects;
One (1) year of work experience in preparing and/or presenting oral and written communications;Valid Alaska Driver's License that meets North Slope Borough insurance criteria;
