Purchasing Compliance and Warehouse Manager

Position Summary:

The Purchasing Compliance and Warehouse Manager provides leadership and direction in managing the district’s warehouse and purchasing activities including planning, organizing, implementing, and coordination. This includes: administering competitive bids, quotes and request for proposals (RFP); ensuring the district receives the best price for quality of products and services; maintaining audit and reference documentation of purchases; and, ensuring compliance with federal and state law and district policy.

 

Supervision and Controls over the Work:

Under the direction of the Executive Director of Financial Services, this position works with appropriate departments in coordination of the warehouse, including surplus and classroom requests. Work of the Purchasing Compliance and Warehouse Manager is guided by and complies with federal and state law, district policy, and state and local regulatory agencies (i.e., OSPI, L&I, State Auditor).

 

Major Duties and Responsibilities:

  • Supervises the warehouse staff for surplus and district program support; includes but not limited to:
    • Respond to the furniture and curriculum requests and classrooms needs
    • Maintain inventory and requests for district departments
    • Schedule delivery of requested items as needed
    • Direct the work of sorting, inventorying and barcoding assets at the warehouse
    • Schedule pick up of items that have been deemed surplus
    • Manage warehouse workflows to ensure appropriate level of stock and inventory of items
    • Monitor and delegate warehouse work-orders
    • Implement safety measures
  • Establishes and monitors the district’s purchasing policies, procedures and strategies for the purpose of ensuring proper use of all district funds.
  • Administers all service and supply contracts and acts as a point of contact for vendors.
  • Manages the district’s formal request for proposals (RFPs) for services. Works with district staff on specifications, prepares RFP materials, solicits vendor response, analyzes responses, and issues contracts.
  • Reviews and approves contractual documents (e.g. bids and purchase orders; specifications, funding, legal approvals and liability issues) for the purpose of ensuring compliance with all state and federal laws and district policy regarding purchase/bid actions.
  • Works with the Construction and Design Department on the public works bidding and contract process for all funds; serves as a resource for public works
  • Establishes and maintains district interlocal purchasing agreements with other governmental agencies.
  • Coordinates with the Construction and Design Department on furnishing new buildings and remodeling projects to facilitate acquisition of supplies and equipment.
  • Participates in meetings, workshops and seminars to convey and/or gather information required to perform functions.
  • Prepares bid documents and conducts bid openings to ensure conformity to regulations and budgetary guidelines.
  • Supervises and assists personnel to support them in completing their work and activities.
  • Other duties as assigned.

Minimum Qualifications:

  • Two-year college degree in accounting, finance, business management or related area of study.
  • Work experience and/or technical certification may be substituted for education.
  • Strong understanding of client-centered support and the ability to establish effective working relations at all levels of the organization.
  • Knowledge of basic cost accounting.
  • Knowledge of public purchasing practices, RFP and bid law requirements.
  • Knowledge of state and federal purchasing laws and regulations.
  • Demonstrated success in ability to plan, implement, and monitor policies and procedures in areas of assigned responsibility.
  • Proficient in Microsoft Office Office.
  • Demonstrated success in aptitude and ability to develop and maintain effective and efficient record keeping systems to complete large volumes of work.
  • Strong oral and written communication skills. 
  • Demonstrated skill at conflict resolution.
  • Ability to work both independently and cooperatively, exercise independent judgment and creativity, organize work, set priorities, and meet deadlines.

Preferred Qualifications:

  • Four-year college degree in accounting, finance, business management or related area of study.
  •  Successful experience in working with culturally diverse families and communities or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill In communicating with a diverse population.
  • Successful experience and fluency in computer programs - Skyward, Destiny, Microsoft Suite (Word, Excel, Power Point, )
  • Successful experience in working with others to meet departmental goals.
  • Successful experience with supervision and evaluation of support staff.
  • Successful experience in providing individual and group professional development
  • Successful experience with managing multiple tasks, with frequent interruptions while meeting demanding and inflexible deadlines.

While performing the duties of this job, the employee is frequently required to sit, lift, carry, move about, hear and speak. Employees may be required to perform extensive work at a computer display terminal.

The employee will periodically lift and/or move 25 to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

 

Insurance Benefits

 

Employees who are anticipated to work 630 hours  during the school year (September 1 through August 31) are eligible for medical, dental, vision, long term disability and basic life insurance benefits.

Retirement and Deferred Compensation

 

Eligible employees  are required to be a member of the Washington State Department of Retirement Systems Plan. .  For eligibility  information, check on the link to the Department of Retirement Systems' web site.

 

Employees also have the ability to participate in tax deferred 403(b) and 457 Deferred Compensation Plans (DCP). These are supplemental retirement savings programs that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
