What are the responsibilities and job description for the Fire Chief position at North Transylvania Fire Rescue?
Position: Fire Chief: small, rural, mostly volunteer department
Compensation: DOE and schedule
Schedule: 20 to 40 hours per week;10 hour days; 7:30am-5:30pm, flexible scheduling OR 12 hour days; 7:30am-7:30pm, flexible scheduling
Responsibilities:
- Station coverage: Creating a staffing schedule to include part time staff. Typical coverage of 7:30am-5:30pm each day. Hiring necessary part time staff as needed (with collaboration from the Chairman/Board of Directors), managing staff, entering new hire paperwork, maintaining personnel files. Extra staffing may be required as needed for weather advisories, natural disasters, etc.
- Ensure the fire department apparatus, equipment, and facilities are maintained service-ready to respond to a variety of life saving emergency calls.
- Responsible for performing difficult and lifesaving work at emergency scenes including but are not limited to: fire suppression, rescue, and emergency medical care.
- Volunteer management: assure that weekly training is covered and is preparing all firefighters for responses, recruitment, retention, and assuring coverage when paid staff aren’t on duty.
- Record keeping for training, call response, daily log in ESO, as well as preparatory work at the fire station, checking equipment for proper operations and general conditions, performing and assisting with routine maintenance of apparatus, equipment, and the fire station, and scheduling/managing any additional maintenance as needed.
- Managing the spreadsheet that tracks ALL issued equipment (turnout gear, radios, pagers, etc.). Issuing equipment as needed, and returning to stock as needed.
- Managing all required paperwork for incoming new volunteers & paid staff, including setting them up on payroll with the accountant. This requires on-going support to be sure that every paper is turned in so that they can be put in their personnel file. There is already a checklist, and the required paperwork is on the computer in organized files.
- Mentor assignments and assuring that new recruits are receiving the preliminary training necessary to start responding to calls as soon as possible.
- Certification of firefighters: maintaining a list of who's certified in what, what the open needs are, actively looking for opportunities to get those certifications, and communicating those opportunities specifically and personally to those in need.
- Insurance: adding/removing firefighters & managing any claims on injuries, equipment, apparatus, building, etc.
- Applying for new grants & managing existing grants/closeouts (AFG, 50/50, NCFS, etc.)
- Quarterly firefighter incentives
- Managing pension fund paperwork and contributions.
- Adding and removing firefighters from Active911.
- Organization and management of the station computer digital files.
- Personnel file management and annual audits to confirm that all required paperwork is accounted for.
- Work closely with the Chairman of the Board (on behalf of the Board of Directors) on Officer selection/removal, new volunteers being voted in, purchasing (authorization required), complaints/violations/disciplinary action on paid and volunteer firefighters, hiring, recruitment & retention, firing.
- Evaluate and establish SOG’s to be approved by the Board of Directors and implemented with paid and volunteer firefighters.
- Attend Board of Directors meetings as a non-voting Board member, attend Transylvania County Fire Chief’s Association meetings, and any additional special meetings as needed.
- Make recommendations to the Board of Directors for any capital needs.
- Enforce administrative policies adopted by the Board of Directors, and present any proposed new policies to the Board.
- Submit certified roster to NCSFA, assure that NCSFA dues are paid, and assure that Relief Fund Finance Report is submitted.
- Ensure all maintenance such as annual pump testing, ladder testing, and hose testing are completed.
- Prepare the department for DOI rating inspections.
MINIMUM Education/Licensing/Certification Requirements:
- Possession of high school diploma or GED
- Possession of a valid NC Class B Driver’s License within 1 month of date of hire
- Certified NC Firefighter
- NCOEMS Credentialed Emergency Medical Technician-Basic
- NIMS/ICS 100, 200, 700, 800
- EVD
- Intro & Basic Pumps
- Officer I, Chief 101
Conditions of Employment:
Candidate shall pass a pre-employment drug screen and criminal history check per criteria set forth by North Transylvania Fire Rescue.
