Position Purpose
This position provides management, leadership, and direction for development of proposal schedules from bidding/proposal through turnover to execution team.
Essential Duties And Responsibilities
- Oversee, and apply sound judgement to effectively lead the Planning function within the project controls department.
- Ensure proposal schedules are developed and align with cost proposal.
- Ensure the Project Controls Planners are proactively managing proposal in que ensuring schedules are submitted on time
- Responsible for establishing and implementing standard Planning policy and procedures for all Business lines and Government Contractors (DOE, NAVAC, USACE, DOD) in compliance with Earned Value Management Systems (EVMS) performance standards, controls, and reporting along with North Wind’s policy and procedures.
- Provide support to Director of Project Controls with functional responsibilities and corporate deliverables.
- Ensure compliance with project controls procedures.
- Demonstrate commitment to the North Wind Group’s Vision and its core values.
- Supervises all planners and their deliverables, ensuring they are accurate and completed on time.
- Provide management, leadership, and direction for schedule development of:
- Development of WBS
- Identifying internal and external conditions
- Identification and incorporating all the activities necessary to accomplish the project scope
- Determining critical path
- Review and verify proposal schedules for alignment of:
- Cost estimate for InEight
- Includes subcontractor schedule
- Bidding document requirements
- Develop and Implement policy and procedures standardizing the development of proposal schedule based on business lines and/or client expectations.
- Work in collaboration with Cost Estimating Group and Project Controls Administration Manager to drive standardization and consistency within proposal schedules based on:
- Client – USACE, DOE, DOD, NAVFAC
- Business Lines: Construction Services, Facility operation & Infrastructure, Environmental Services, Technical Innovation Services, and Engineering Services.
- Implement steps to ensure the Work Breakdown and Project Coding Structures are converted correctly from the original estimate to the Project Control system.
- Oversee the development of schedules from Bidding/Proposal through turnover to the execution team upon award to align with how the work will be executed.
- Ensure risk register is incorporated into the scheduling timeline.
- Participate in the proposal red, pink, and green team reviews.
- Provide timely guidance and feedback to help employees strengthen knowledge, accomplish tasks, or solve problems.
- Set challenging goals and high standards of performance for self and staff.
- Seek continuous improvement and enhancements of current project controls methodologies and processes.
- Ensure employees are empowered to perform their jobs.
- Participates in developing and presenting training classes and on the job training for proposal schedule development.
- Document employee performance issues; Provide guidance and an action plan for resolution of the issues.
- Interface with standard company business systems (Primavera P6, InEight, True North, Procurement systems, and Deltek Costpoint.)
- Work as an integral part of a team.
- Coordinate and work with Business Development Managers and Cost Estimating Managers on proposal schedules
- Periodic travel in the U.S. to projects and client sites to confirm project conditions.
- Assist with the Identification and recruitment of project controls personnel.
- Support Director of Project Controls with functional responsibilities.
- Deploy to job sites as necessary to assist with large fly-wheel proposal schedules.
Education and Experience:
- Bachelors Degree
- 13 Years’ experience in project controls
- Extensive knowledge within in Primavera P6.
- Extensive knowledge of Project Controls EVMS processes.
- Knowledge of cost estimating.
- Experience in Construction Services, Facility operation & Infrastructure, Environmental Services, Technical Innovation Services, and Engineering Services.
- Experience with DOE, DOD, USACE, NAVAF scheduling requirements.
- An understanding of different contract types, FFP, FUR, CPFF & T&M.
- Knowledge and understating of Cost Estimating
- Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and client.
- High degree of sensitivity regarding confidential information.
- Ability to deliver planning solutions and be part of a healthy, empowering organization
- Ability to advocate and enforce Company policies, procedures, and employee programs.
- Ability to work independently, as well as part of a team, and make decisions, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
- Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions.
- Proficient with computer applications, including MS Office Suite.
- Ability to obtain security clearance.
