Organization Intro:
The Northampton County Conservation District (NCCD) was founded in 1961 when a group of farmers joined together to promote the use of conservation practices to protect soil and water resources in Northampton County. Today, NCCD’s main goals are to promote soil conservation, maintain or improve water quality and promote environmental education. To achieve these goals, the Conservation District performs a variety of programs ranging from reviewing erosion and sediment pollution control plans for earth disturbance activities to providing advice on starting a local watershed association.
Job Introduction:
The Clerical Specialist is responsible for performing a variety of administrative and professional work in coordinating the programs of the conservation district of the County of Northampton. This position independently prepares, carries out, and takes definitive action regarding processes and functions that are integral parts of the department's mission. Work includes duties in the area of conservation and office management which requires specialized knowledge above that of a general clerical position.

Annual Wages:
$44,000/yr, based on full-time employment.

Detailed Description:
Minimum Qualifications:
- Completion of a high school, or general equivalency diploma.
- One (1) year of college OR one (1) year of specialized education in an office administration program OR one (1) to two (2) years of office administration experience with a broad knowledge of the associated skillset.
Other Skills & Knowledge:
- Knowledge of applicable state and federal laws and regulations associated with Conservation District functions, as well as the ability to learn associated rules.
- Knowledge of computers and computer software, with ability to apply this aptitude in word processing, Excel spreadsheet development, and Word document merges.
- Thorough knowledge of proper records management, retention of records and cataloguing of files.
- Ability to maintain confidential and sensitive information.
- Ability to prepare and analyze comprehensive reports, carry out assignments, and administer existing and proposed programs.
- Ability to communicate effectively verbally and proficiently in writing with various employees, managers and the general public.
- Ability to establish and maintain effective working relationships with employees, supervisors and managers, other agencies, and the public.
- Ability to handle stressful situations.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.

Position Duties:
Director of First Impressions - greets guests in a professional, friendly, and hospitable manner; answers routine questions, general informational requests and complaints from the general public, regulated community and cooperating agencies or directs to the appropriate Conservation District staff when necessary.
Manages phone system and incoming call flow for Conservation District and manages and maintains general voicemail messages.
Excellent communication and interpersonal skills with ability to listen effectively, respond appropriately and maintain mutual comfort level while relating to a diverse workforce.
Processes all mailed correspondence received in the department and distributes to appropriate parties according to District policies.
Assists with initial completeness review of applications received; evaluate acceptance of application for processing and review. Collects and processes fees associated with program activities. Assigns tracking numbers and/or permit numbers for all applications received.
Establishes and maintains filing systems, including database, paper files and logs for all applications received.
Maintains records of and processes administrative activities such as, time and attendance for staff, equipment and/or supply inventory, District event registrations, and District vehicle mileage and gas.
Organize District credit card receipts from staff and compile information into monthly treasurer’s report and Quick Books; copy all receipts for District Manager to review.
Functions as the Northampton County Envirothon Coordinator; handling organization, preparation, and follow-up for the annual event.
Assists manager and technical staff with correspondence needs, including retrieval of requested items from files, copying, organization, etc.
Serves as the Secretary to the Northampton County Conservation District Board of Directors; prepares Board documents, attends all scheduled Board meetings and develops minutes.
Schedules pre-application and plan review meetings as requested.
Determines when action, such as purchase of office supplies, is required and initiates.
Displays strong ability to perform well and be unfailingly diplomatic in a high pressure and complex environment.
