Primary Purpose

WILL TRAIN

This is bus operations work in operating a school bus to transport students to and from school. An employee in this class is responsible for providing safe transportation of students. Employees perform daily pre-trip inspection and safety checks, follow an assigned route and schedule, maintain vehicle cleanliness, and enforce safety rules. Workers follow specific instructions and procedures and refer nonstandard situations or problems to the proper authorities. The employee performs related work as required.

  • Know and effectively communicate the division philosophy and mission

  • Follow oral and written instructions
  • Communicate effectively with colleagues, staff, parents, and students
  • Obey all traffic laws and observe all mandatory safety regulations for school busses
  • Enforce Northampton Code of Behavior
  • Maintain discipline when students are on bus and report unacceptable student behavior to the proper authority
  • Keep assigned bus clean
  • Maintain schedule and discharge students only at authorized stops
  • Inspect bus before each operation for mechanical defects
  • Notify the proper authority in case of mechanical failure or lateness
  • Exercise responsible leadership when on out-of-Division school trips
  • Transport only authorized students
  • Report all accidents and completes required reports
  • Make required reports on assigned due date
  • Meet all requirements of the State Board of Education, under the following conditions, to-wit:
  • To comply with Motor Vehicles Laws and Regulations of the State Board of Education
  • To operate the bus over the assigned route and make no change unless duly authorized
  • To wear the driver’s safety belt system
  • To use a substitute driver who is approved by the division superintendent
  • To stop in the right-hand lane of the highway for receiving or discharging pupils at designated stops only at points where the bus can be seen for a safe distance from both directions. On divided highways stops shall be so arranged that pupils will be taken on and discharged on the side of such highways as will eliminate the necessity of their crossing the highway
  • To exercise every possible care for the safety and comfort of the pupils en route and to permit no pupil to ride on the outside of the bus or with head, hands, or arms out of the windows
  • To complete and record daily pre-trip inspections of the bus and report any needed repairs in writing
  • To govern the speed of the bus according to limits established by law for school buses while transporting pupils (see item § 2.2 on attached “Excerpts From Regulations of State Board of Education”)
  • To come to a full stop on approaching a railroad crossing, to look and to listen carefully in order to positively determine when it is safe to cross the track. (see item §2.16 of “Excerpts from Regulations of State Board of Education Concerning Transportation of Pupils”)
  • To maintain discipline and report all cases of disobedience to school principal
  • In case of breakdown to place bi-directional reflective triangles on highway according to law, and to notify the school authorities (in accordance with the policy of the local school board). To keep the pupils in the bus until it is repaired unless conditions justify evacuation or transferal to another bus
  • To refrain from prohibited use of alcohol or illegal drugs, tobacco, profane and unclean language and to see that the pupils conduct themselves likewise
  • To make all reports, attend meetings, and training sessions required by school authorities
  • To be accountable for bi-directional reflective triangles, first-aid kit and fire extinguisher
  • To prevent any object being placed in the bus that will restrict passageway to entrance or emergency exits, and to keep bottles or other loose objects off the bus

EXCERPTS FROM REGULATIONS OF STATE BOARD OF EDUCATIONCONCERNING TRANSPORTATION OF PUPILS

(These regulations shall apply to any vehicle transporting pupil school children.)

  • The greatest care shall be exercised at all times in transportation of school children.
  • The maximum speed limit for school buses shall be 45 miles per hour or the minimum speed allowable, whichever is greater, on any highway where the maximum speed limit is 55 miles per hour or less, and 60 miles per hour on all interstate highways and on other highways where the maximum speed limit is more than 55 miles per hour.
  • All school buses and school activity buses used to transport public school pupils to and from school and school activity events shall be inspected and maintained by competent mechanics at least once every 45 school days, with "school days" as determined by the school division's approved yearly calendar or modifications in the calendar as approved by the division superintendent or designee, or every 5,000 miles. Any bus that is removed from service or deadlined so as to disrupt the scheduled maintenance shall be inspected prior to being returned to service. At no point shall any bus go without an inspection during the school semester and such inspections shall be no more than 90 school days apart excluding summer sessions. The inspections and maintenance shall be conducted in accordance with provisions of the Preventive Maintenance Manual for Virginia School Buses (September 2012) and recorded on the prescribed inspection forms or in a format approved by the Department of Education. Additional Original Equipment Manufacturer (OEM) inspection and maintenance recommendations should be maintained during the service life of each bus to ensure safety and warranty requirements are met. Maintenance consideration should be given to buses operated during the summer session. If the inspection and maintenance are not made in a shop operated by the school board or the local governing body, the school board shall designate one or more inspection centers to make the inspections and require a copy of the results of the inspections to be furnished to the division superintendent. School division compliance with the foregoing maintenance inspection requirements shall be subject to verification by the Department of Education.
  • The number of pupils who may ride a school bus shall be determined by the total number who can be seated on the seat cushion facing forward, safely seated within the seating compartment, and shall not exceed the manufacturer's capacity. Pupils may not be permitted to stand, except under unforeseen temporary emergency conditions and for short distances as identified in policy by the local school board.
  • The school bus driver shall open and close the entrance door and keep it securely closed while the bus is in motion. This responsibility shall not be delegated to any other person.
  • Every school bus operated at public expense for the purpose of transporting school children shall be equipped with traffic warning devices of the type prescribed in the Standards and Specification of the Board of Education. The warning lights shall indicate when the bus is about to stop, is stopped, and when it is loading and discharging children. The warning lights shall be in operation for a distance of not less than 100 feet before the bus stops, if the lawful speed limit is less than 35 miles per hour, and for a distance of at least 200 feet before the bus stops if the lawful speed is 35 miles per hour or more. When the school bus is equipped with a warning sign or crossing control arm or both, these devices shall be extended when and only when, the bus is stopped to load or discharge children (§46.2-1090 Code of Virginia).
  • When loading or discharging pupils on the highway, stops shall be made in the right-hand lane and shall be made only at designated points where the bus can be clearly seen for a safe distance from both directions. While stopped, the driver shall keep the school bus warning devices in operation to warn approaching traffic to stop and allow pupils to cross the highway safely. Pupils who must cross the road shall be required to cross in front of the bus. They shall be required to walk to a point 10 feet or more in front of the bus, and await a signal from the bus driver to start across the highway. On dual highways divided by a physical barrier unpaved area, or 5 lane highway with middle lane designated for turning, buses shall be routed so that pupils will be picked up and discharged on the side of the road on which they live (§46.2-918 Code of Virginia).
  • Persons operating a school bus equipped with a safety belt system shall wear it while the bus is in motion. (For statutory provision see Section §46.2-109 Code of Virginia).
  • All school buses in operation shall be carefully scheduled on routes to school. The schedule shall show the time the bus starts in the morning, the time it leaves each point at which pupils are taken on, and the time of arrival at school. One copy of such schedule shall be kept in the bus and one copy shall be kept in the office of the division superintendent of schools.
  • School buses shall stop, as required by law, at railway grade crossings. The 4-way hazard lights shall be activated when approaching the railway grade crossing and deactivated before crossing track. The bus driver shall open the entrance door of the bus and determine when it is safe for the vehicle to cross the railroad tracks. The entrance door shall be closed when the bus is in motion. No stop need to be made at any grade crossing where traffic is directed by a police officer or a green traffic-control signal (§46.2-886 Code of Virginia).
  • School boards shall require that a report on the number of pupils transported and miles traveled be made by all school bus drivers to principals or other designated school officials.
  • The use of posters, stickers, or advertising material of any kind is prohibited in or on school buses.
  • No object shall be placed in the bus that will restrict the passage to the entrance or emergency exits.

Additional Duties
Performs other related duties, as assigned, for the purpose of ensuring the safety of the passengers on the school bus.

Knowledge, Skills and Abilities

  • Valid CDL(B) license or greater with PS (Passenger and School Bus) and Air-Brake Endorsement
  • Such additional health and age requirements as the State or School Board may require
  • A satisfactory driving record
  • The applicant must be able to read, interpret and complete all forms required to apply for the position

  • Frequently exposed to loud noise levels; fumes or airborne particles; noxious odors; vibrations from driving a bus; and traffic.
  • The employee is occasionally exposed to moving mechanical parts and outside weather conditions.
  • Frequently required to sit;
  • Exhibit physical dexterity in using hands, fingers, to handle, or feel; use foot controls to drive; reach with hands and arms; climb; bend, stoop, and kneel; and talk and hear.
  • The employee must be physically able to perform and demonstrate emergency evacuation procedures.
  • The employee must be able to communicate orally and hear on a two-way radio with transportation dispatch and emergency services while the bus is in motion.
  • Employees must be able to communicate effectively and positively with parents, students, staff and co-workers.
  • Ability to lift to 50 pounds occasionally and over 50 pounds rarely. In addition,
  • must have the ability to use emergency exits at any location on the bus.
  • Specific vision abilities required by this job include close vision, distance vision, night/dusk vision, color vision, and peripheral vision.
  • Employee must have FORM EB.001 SCHOOL BUS DRIVER’S APPLICATION FOR PHYSICIAN’S CERTIFICATE on file every year.

Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
