The Full-Time Lead Behavior Consultant (LBC) is responsible for supervising the provision of any authorized IBHS (Intensive Behavioral Health Services) services authorized through Northern Children Services.  The Lead Behavior Consultant carries out these functions by directing and supporting the Behavioral Consultants and Behavioral Health Technicians in delivering superior service.  The Lead Behavior Consultant is responsible for monitoring the census and staffing for their programs to insure the program is meeting all requirements. The LBC is a liaison with the school team and the IBHS team, in addition to all other teams involved with assigned clients.  The LBC will complete Functional Behavior Assessments and Group Mobile Therapy sessions for children in the assigned schools. The LBC shall provide clinical direction of services for each child on their caseload, shall revise and update the Individualized Treatment Plan (ITP), and shall provide oversight of the provision of the ITP. The LBC should consult with adults across settings in that child’s life and create appropriate and reasonable goals. 

THE FOLLOWING ARE THE ESSENTIAL FUNCTIONS OF THIS POSITION 

Leadership  

  • Acts as a resource to the child, family, treatment team, school and Behavior Health Technicians in crisis and problem situations to develop a crisis plan and resolution. 
  • Provides leadership in development of the ITP and instruction and direction to other team members in implementing the plan. 
  • Provides back-up support to other Clinicians. 
  • Provides leadership in accomplishing program and departmental mission. 
  • Provides leadership to resolve problems with Intensive Behavioral Health Services procedures, and demonstrates the ability to use resources of the department. 
  • Assigns staff to provide all authorized services. 

Planning  

  • Participates in performance improvement activities. 
  • Conducts meetings to plan anticipated clinical needs of consumer, if needed.  
  • Develops treatment plan based on psychiatric evaluation, per agency and regulatory standards, if needed.  

Monitoring  

  • Ensures that the team is in compliance with governing regulations. 
  • Ensures that the treatment goals and objectives are appropriate and fit the particular needs of the child and family. 
  • Monitors consumer progress.  
  • Conducts classroom observations for assigned students, as needed. 
  • Monitors provision of services to insure that all clients receive the maximum number of authorized services weekly. 
  • Reviews the work of Behavior Consultants assigned to the site to insure authorizations are being observed and appropriate documentation and follow through on tasks are completed. 

Communication  

  • Maintains regular weekly contact with school administration and other agencies, as needed, regarding program and client progress. 
  • Clearly and effectively communicates program goals and directives to staff, families, school district personnel, agency staff and other providers of service. 
  • Attends treatment team meetings, IEP meetings and ITM meetings, as needed.  
  • Resolves conflicts and establishes program culture consistent with agency directives. 
  • Regularly reviews standards with staff to insure mutual understanding of procedures and develops specific action plans to improve performance. 
  • Brings concerns and feedback to weekly group supervision to inform Clinical Director and create a plan to address with staff. 

Documentation  

  • Reviews and Approves Behavioral Health Technician and Behavior Consultant staff time sheets and progress notes 
  • Documents all therapy sessions, case management activities, attendance at meetings, incidents, etc. per agency policies and procedures.   
  • Creates individualized treatment plan based on Assessment, psychological and/or psychiatric evaluation per agency and regulatory standards. 
  • Documents all billable services, including all case management and collaboration activities, as applicable.  

Supervision  

  • Provide monthly on-site supervision and support to Behavior Consultants. Supervision should address Interventions, Progress toward ITP goals, Adjustments to ITP and Skill in implementing the interventions. 
  • Provide weekly on-site supervision and support to Behavioral Health Technicians. 
  • Provide 6 hours of on-site supervision to any new BHTs before they can work alone. 
  • Provide 1 hour of direct-observation supervision every 4 months to address Interventions, Progress toward ITP goals, Adjustments to ITP 
  • Assists in implementation of program procedures.  
  • Provides support to staff where needed, including filling in when understaffed in any positions (BHT, BCs, etc.) 

Networking  

  • Collaborates with schools, families, funding source representatives and internal/external resources as appropriate. 

Direct Service (As Required)  

  • Must bill at least 15 hours of services each week 
  • Provides child-centered, strengths-based group psychotherapy weekly for all clients at the site. 
  • For any unstaffed cases, due to call outs or shortages, provides child-centered, strengths-based individual psychotherapy on a weekly basis until coverage resumes. This could take the form of the Behavior Consultant or the Behavioral Health Technician position. 
  • In coordination with the Care Coordinator and Family Peer Specialist, provides case management in the form of family and school contact to provide updates on treatment, attendance at meetings, phone calls, etc. 

Completes Other Duties as Assigned 

BASIC SKILL SETS 

  • Ability to communicate and interact with staff and consultants. 
  • Ability to assess consumer treatment needs and apply appropriate therapeutic intervention. 
  • Ability to effectively present information and respond to questions from consumers and collateral agencies. 
  • Ability to accurately calculate numbers such as in addition, subtraction and percentages. 
  • Ability to give clear and concise oral and written instructions. 
  • Working knowledge of the Behavioral Health system.  Knowledge of and ability to navigate other social service systems. 
  • Good working knowledge of theoretical models, therapeutic interventions and behavior modification as it relates to our consumer base. 
  • Ability to effectively implement conflict resolution skills in dealing with consumers and staff. 
  • Ability to respond in a culturally competent manner to consumer issues. 
  • Experience in psychosocial assessment and treatment planning.   
  • Experience using Electronic Medical Records system.  

   QUALIFICATIONS (Must have one of A-D to qualify, in addition to E &F)  

  1. Education:  Minimum Requirement - Master's Degree from an accredited university in a clinical mental health discipline AND completed clinical or MH practicum 
  2. Board Certified Behavior Analyst (BCBA) certification or behavioral analysis certification 
  3. Graduate degree in Applied Behavioral Analysis (ABA) 
  4. Licensed BSC 
  5. Experience:  At least one years’ full-time paid experience in the mental health field.  Excellent working knowledge of clinical issues relating to children, adolescents and families. 
  6. Familiar with multiple child-serving systems (e.g. education, juvenile justice, child welfare, mental health, drug and alcohol, health care and vocational rehab).  

 PHYSICAL CAPABILITIES AND WORK ENVIRONMENT 

  • Ability to walk up and down stairs. 
  • Ability to lift 20 lbs. 
  • Ability to operate a computer, printer and calculator. 
  • Ability to operate a motor vehicle or access public transportation.
