POSITION TITLE: Director of Economic Mobility Services
REPORTS TO: Vice President of Family Services
FSLA CLASSIFICATION: Exempt
GENERAL RESPONSIBILITY: The Director of Economic Mobility Services oversees the delivery, management, compliance, and reporting of NKCAC programs supporting self-sufficiency including but not limited to: Health Benefits Enrollment, Energy Reduction (Weatherization), Financial Empowerment and Housing Counseling, and Workforce and Job development services. Supports `programs associated with the Community Services Block Grant Budget (CSBG) Plan and Proposal by assessing strengths and weaknesses of existing resources and services and establishing new programs and services in response to Management, Community, and Staff annual assessment processes.
SPECIFIC RESPONSIBILITIES:
- Hires, trains, and supervises program managers including, HealthCare Enrollment, Financial Empowerment and Housing, Workforce Development, Weatherization and other program staff to ensure service delivery.
- Visits all urban and rural program offices at least monthly to provide support, technical assistance and training for Kynect Staff.
- Oversees healthcare enrollment of the Northern Kentucky population and conducts observation of related outreach activities.
- Demonstrates a working knowledge of the Affordable Care Act and Kentucky’s Medicaid Enrollment Process for Medicaid Expansion.
- Completes required training courses developed by KHBE and receive a passing score of at least 80 percent to become a certified part time Health Benefit Assister.
- Oversees staff to ensure they provide unbiased guidance on Medicaid coverage and educates residents on Kynect programs in assigned geographic areas.
- Communicates and enforces written policies and procedures for program operations, including conducting regular on-site visits and client and program file reviews, and provide or arrange for in-service training for assistance programs, database management, program regulations for all Neighborhood Center staff.
- Assure compliance with all contracts and program regulations, including eligibility guidelines for clients and timely submission of required reports.
- Work with VP for Family Services and finance department to analyze and manage program budgets including Kynect.
- Assists in the development of proposals, grant applications, and program plans to maintain, enhance and expand NKCAC programs through its eight neighborhood centers.
- Secures and manages urban and rural work sites in urban and rural counties assuring that all sites meet agency needs, as well as accessibility, OSHA and other regulatory requirements.
- Assist in managing Community Services (CSBG) outcomes planning and reporting process, including Neighborhood Center monthly reporting, CSBG milestones and other data management and reporting requirements.
- Assists VP for Family Services to develop and conduct annual CSBG Needs Assessment and other client and community surveys as required and assigned.
- Assists the VP for Family Services, Finance Department and Manager of Operations with. with preparation for CSBG monitoring and other program audits.
- Works with the finance department to ensure timely billing/reporting for all assigned programs including TBRA, Duke Payment Plus, Weatherization, and SNAP E&T.
- Represents agency at events, seminars, and networking functions.
- Attends local community meetings; publicize the agency and program services in the community.
- Develops and maintains positive, collaborative relationships with community partners in the social service, civic, government and faith-based communities to ensure coordination of services for low-income clients, including but not limited to County Advisory Councils.
- Maintains program databases, computerized and physical files for all clients in urban and rural counties. Print and analyze computer and other reports, as required, and ensure timely and appropriate completion of reports from assigned staff.
- Trains and instruct staff on Strength’s Based Family Worker Credentialing process each year or work with additional staff to become trained as Instructor for SFW.
- Perform other duties as assigned.
Qualifications
QUALIFICATIONS:
- Bachelor’s Degree required, or associate’s degree with a minimum of 3-5 years overseeing Human Services staff and responsibility for program outcomes.
- Degree in Social Work or Human Services preferred.
- Experience coaching staff to achieve performance outcomes.
- Experience in Human Services program management.
- Kynect training and certifications preferred.
- Supervisory and organizational skills.
- Excellent communication and communication skills.
- Computer experience, including proficiency with Microsoft Office suite, internet research, and ability to learn specialized computer databases, as needed.
- Knowledge of community social services, agencies and resources for low-income individuals and families.
- Excellent communication and collaboration skills.
- Ability to work with people of diverse and varying socio-economic backgrounds.
- Travel is a requirement of this position.
- Must possess a valid driver’s license and current car insurance.
PHYSICAL REQUIREMENTS:
- Must be able to sit at a computer for prolonged periods of time up to 75% of the time.
- Must be able to lift up to 25 pounds up to 10% of the time.
