The Population Health Division of NKY Health is accepting applications for a full time (40 hours/week) Programs Supervisor II to oversee designated public health promotion and educational services and to perform related duties. Initially, the position will oversee harm reduction and syringe access exchange programs and be based at our District office currently located in Florence, KY. We could be waiting for YOU!

Starting Pay Rate: $35.12 - $43.10/hour (based on your years of directly related paid experience)
Reports to: Programs Manager
Essential Functions include but are not limited to:
1. Assists with planning designated public health program(s). (Assesses community need for designated program(s). Formulates and recommends goals and objectives for designated program(s). Formulates and recommends plans for designated program(s). Formulates and recommends best practices and standards for designated program(s). Plans and manages program budgets and expenses. Prepare grant applications in collaboration with others. Maintains and revises harm reduction and syringe access exchange program protocols based on federal, state and local guidelines.)
2. Oversees development, marketing and community participation for designated public health program(s). (Use strategies to convene priority populations, partners, and other stakeholders. Facilitate collaborative efforts among priority populations, partners, and other stakeholders. Coordinates the development of marketing materials for designated program(s). Maintains working relationships with community organizations to facilitate promotion of Health Department services and to make appropriate referrals. Staffs and serves on coalitions and committees to further the mission of the designated program(s). Promotes harm reduction and syringe access exchange programs in the community.)
3. Works with assigned staff to implement and monitor designated public health program(s). Create an environment conducive to learning. Develop materials to implement plan. Secure resources to implem Works with supervisor to develop administrative methods for the efficient operation of designated program(s) activities. Manages resources allocated to designated program(s) including but not limited to space, staffing, scheduling, equipment, and supplies. Identifies and recommends changes/adjustments needed to designated program(s) then implements approved changes. Ensures staff preparedness to provide designated program(s). Coordinates workflow and work processes. Ensures communication with external partners and stakeholders providing support and financial resources to KY Income Re-investment Program.Ensures communication among assigned team. Oversees continuous quality improvement initiatives. Evaluates and monitors budget of designated program(s). Resolves program-related problems.)
4. Evaluates designated public health program(s). (Plans evaluation methods. Identifies appropriate tools for evaluation. Evaluates program effectiveness. Develops plans for increasing program effectiveness. Sets up controls to monitor quality of delivery of designated program(s) and service(s). Performs quality assurance on program standards and outcomes. Participates in and coordinates audits and compliance reviews from state and federal agencies. Maintains harm reduction and syringe access exchange programs protocols.)
5. Serves as referral source for designated program(s). (Provides general technical assistance and consultation to schools, health professionals and organizations, co-workers, community organizations, and the general public on designated public health service(s) or program(s).)
6. Supervises Assigned Staff. (Interviews and makes hiring recommendation to fill staff and student vacancies in unit. Ensures direct report(s) have appropriate knowledge, skills, abilities and equipment to perform their duties. Ensures direct report(s) comply with policies and practices. Monitors staffing levels for assigned unit. Approves leave requests. Conducts performance evaluations. Updates job descriptions. Addresses performance/behavior issues. Reviews work of direct reports as necessary to ensure meeting desired outcomes and results. Meets with staff as appropriate. Recognizes staff’s accomplishments/achievements).
7. Provides program services. (Routinely provides the same (or a subset of) services provided by assigned staff:
8. Maintains records. (Ensures appropriate information and data is collected for all programs and grant activities. Documents activities using appropriate forms. Audits records of assigned staff to ensure documentation is appropriate. Creates and develops internal and external databases and reports about harm reduction and syringe access exchange services and ensures appropriate internal and external staff receive reports.Ensures program-related reports are completed. Reviews budget reports.)
9. Completes special projects (Respond to public health emergencies as assigned. Complete other special projects. Coordinates additional programs from grants and funding allocations that have been awarded from partners and agencies.)
10. Performs other duties (Attend work as scheduled or use approved leave. Collaborate in and contribute to individual, team, and/or organizational quality improvement and evaluation activities. Participate in internal and external meetings. Serve on internal and external committees. Complete timecard. Complete travel reports. Complete required training. Complete other assigned duties.
Minimum Qualifications:
Minimum qualifications for applying include a valid, active driver’s license, reliable transportation and one of the following:
- Bachelor’s degree in Public Health, Management, Business Administration, Healthcare Management, Program/Project Management, a discipline related to the program subject-matter, or other closely related field from an accredited university plus 2 years of full-time responsible experience in assigned program(s) with 1 year in a supervisory capacity .
- The equivalent combination of experience and education sufficient to successfully perform the essential functions of the job.
Desired Qualifications:
Same as above plus prior Public Health experience plus experience and/or certification in harm reduction. Other desired qualifications include experience in the Northern Kentucky region with marketing, event planning and organizing, training, project management and inter-organizational coordinating – or some combination of the above.
Certified Health Education Specialist (CHES) or Certified Public Health (CPH) professional certification is preferred.
