Essential Functions
- Responsible for the development, operation and coordination of a major unit within NLCMHA's operations.
- In coordination with the CEO and Human Resources Officer, will be responsible for staff recruitment and new staff orientation and training. This will include appropriate completion of the application process, review of job qualifications and job descriptions, conducting interviews, checking employee references, coordinating with our physicians for scheduling an employee’s physical examination (as appropriate) and obtaining verifications for employment eligibility, driver's license, criminal history and licensing record clearance requests, as required.
- Carry out supervisory sessions, performance-monitoring activities, and professional development planning for team members.
- Complete performance appraisals and competency assessments per agency standards. Effectively addresses disciplinary issues when necessary. The ability to establish measurable performance standards, and to measure actual performance against those standards; the ability to identify necessary competencies and to assess competency; and the knowledge and understanding of basic human resources policies, procedures, laws, regulations, and union contract requirements are vital to this role.
- Assume primary responsibility for consistent implementation of the AFSCME collective bargaining agreement. Direct home supervisors in their interpretation of contract parameters, including arranging for and providing training as needed. Will serve as a lead member of the agency collective bargaining team, as bargaining issues arise, and as future contracts are negotiated.
- Ensure that all staff supervised complete the appropriate personnel forms, i.e., time sheets, leave slips, etc. in a timely fashion.
- Ensure that all employed residential staff have completed the mandatory training within appropriate time frames. Will also ensure that residential staff of the NLCMHA operated homes complete on-going trainings to meet DHHS and LARA guidelines.
- Monitor staff activity consistent with performance commitments.
- Work with the specialty services Director and other appropriate agency staff to ensure up to date policies and procedures exist to facilitate home operations. Will also ensure that all residential staff understand and practice under current Residential Operational Procedures.
- Function in a backup capacity to ensure home supervision/line of authority capacity exits, including being available for emergency services 24 hours per day.
- Monitor spending to ensure homes can operate within states budget parameters.
- Monitor Board Operated Home monthly reporting forms for accuracy.
- Serve as the NLCMHA liaison to licensing bodies such as MDHHS and LARA.
- Present information about residential services to the Board or to other agencies/persons as is appropriate.
- Functions as a support person to the Specialty Services Director and the Residential Network Manager in home development activities, including, but not limited to organizations and supervision of related start up activities involved with the opening of a new and/or re-organized home.
- Will work with administrative staff and other supervisors to maximize services coordination for all target populations.
- Assist in the development of a training capacity for all specialized residential providers and staff in NLCMHA operated homes. May provide various training sessions based on need and abilities.
- Develop and maintain working knowledge of MDHHS licensing, and waiver guidelines. Will Home Supervisors and others as appropriate and necessary.
- Will participate in agency residential meetings and other designated committees or groups to enhance agency operation and quality of service.
- Must have experience in residential services
- Supervisory experience in an SRS/AFC setting
- Five (5) years of experience in an AFC Setting
