General Description:
This position oversees all phases of emergency management at several campuses and off-campus locations. This position will also take the lead in various critical roles within the Office of Emergency Management and Safety: fleet management, Emergency Operations Center state of readiness, resource/supply maintenance, weather monitoring and weather situation reports.
Duties and Tasks:
- On a 24/7 basis, coordinate response and recovery efforts to campuses before, during and after an incident or planned event. Respond directly to the incident/event as necessary or directed.
- Serve as a liaison to faculty, staff, and students on assigned campuses, and local governmental agencies, community organizations, or others to explain and provide technical assistance on emergency management program specifics, planning and preparedness, and requirements.
- Meet with campus/college leadership regularly to ensure open communications on planning and procedures to assure that college employees and organizational units are ready to respond in practical, productive ways to emergencies and to ensure compliance with mandated Federal, state, and college emergency management regulations.
- Provide, coordinate, and document training, exercises, and drills, which comply with Federal and state mandates, as well as College policies and procedures. Create and distribute follow-up surveys and evaluations for training, exercises, and drills.
- Provide review and compliance assurance with emergency management activities including but not limited to Governor’s Executive Orders, Clery Act, College policies and procedures and other related emergency management responsibilities.
- Work closely with the Emergency Management Planner and Trainer to determine compliance, delivery and after-action reporting. Assist in the preparation of updates/changes to emergency plans accordingly.
- Manage the OEMS vehicle fleet.
- Ensure the College Emergency Operations Center is always in state of readiness.
- Maintain OEMS supplies and resources.
- Monitor weather reports for inclement weather and prepare situation reports when warranted.
- Represent the College on committees and/or outside groups that further the development of emergency preparedness.
Must be able to pass a fingerprint-based criminal background check.
KSAs:
- Solid understanding of emergency management procedures, processes and technologies and the ability to implement and improve a broad-based, practical, and effective emergency management program.
- Ability to effectively and appropriately relate, network and communicate with senior executives, Administrative Council, College governance, and College employees at all levels, as well as with external offices and agencies such as the Virginia Department of Emergency Management, local emergency management offices, FEMA, and the Department of Homeland Security.
- Ability to collect, organize, retain, analyze, and produce information related to emergency management and emergency response.
- Ability to communicate and work effectively during high stress situations.
- Ability to make effective presentations to large and small groups.
- Ability to prepare technical reports.
- Ability to respond to, coordinate, and manage an emergency incident.
- Ability to recognize training, exercise, and planning deficiencies and correct deficiencies in collaboration with other OEMS personnel.
- Ability to understand the mission and strategic direction of the College.
- Ability to use, and to assist others in using, traditional or advanced planning, training, and exercise techniques for assessing needs and formulating responses.
- Ability to use technology to work and communicate remotely or from the Emergency Operations Center.
- Ability to work well in teams.
- Ability to be flexible and work independently, with minimal direction.
- Excellent English speaking and writing skills and effective communication skills.
Required Qualifications:
- Certification and/or coursework in the Emergency Management Institute’s Advanced Professional Series (APS).
- Certification in the FEMA Professional Development Series (PDS).
- Completion of IS 100.c, 130.a, 200.c, 201, 360, 363, 700.b, 800.d, 300, 400.
- Complete the Emergency Vehicle Operator Course (EVOC) within the first six months of employment.
- Experience in delivering emergency management training and exercises.
- Experience in responding to, coordinating, and managing an emergency incident.
- Experience in emergency management, law enforcement, fire and/or EMS.
- Ability to obtain Homeland Security Exercise and Evaluation Program (HSEEP) certification within one year of hire.
- Pass a background investigation.
- Pass the Criminal Justice Information Services (CJIS) background and training.
- Valid driver’s license.
- Certified Emergency Manager (CEM).
- Experience in designing, planning, implementing, and coordinating emergency management programs for a large diverse organization.
- Experience in developing emergency training and exercises.
- Experience working in a higher education environment.
- Experience in writing emergency plans, such as Continuity of Operations Plans and Emergency Operations Plans.
- Experience in grant writing and management.
- Experience in public agencies or working with public agencies.
