What are the responsibilities and job description for the Emergency Manager position at Northwest Arctic Borough?
POSITION DESCRIPTION
The Emergency Manager will coordinate and oversee emergency preparedness, response, recovery, and mitigation efforts for the Northwest Arctic Borough (NAB). This role ensures the safety and resilience of the region's 11 communities during natural disasters, public health emergencies, and other critical incidents. The position will work collaboratively with local, regional, and state partners to develop plans, conduct training, and strengthen emergency response infrastructure.
ESSENTIAL FUNCTIONS
- Develop, implement, and update the NAB Emergency Operations Plan (EOP) and related contingency plans. • Facilitate and lead multi-agency emergency exercises, drills, and simulations. • Coordinate community-based emergency planning efforts with village leaders, VPSOs, SAR teams, fire battalions, and regional partners like Maniilaq and NANA. • Serve as the Incident Commander or coordinate with relevant leadership during borough-wide emergencies. • Activate and manage the Emergency Operations Center (EOC) during incidents. • Coordinate disaster relief operations, ensuring effective resource allocation and communication. • Assist in disaster declaration processes and oversee recovery operations in impacted communities. • Assess vulnerabilities across NAB communities and develop mitigation plans for flooding, erosion, severe weather, and public health crises. • Collaborate with state and federal agencies (FEMA, DOT, DEC, etc.) on disaster risk reduction projects. • Develop and maintain cooperative relationships with other government entities, community organizations, and local, state, tribal, and federal officials in support of emergency management functions and goals. • Develop, deliver, and assess emergency/disaster preparedness training and public education activities. • Coordinate public outreach campaigns to build awareness and preparedness among residents. • Represent the agency at various professional, local, state, regional, or national emergency management and public safety groups. • Manage emergency communication tools and resource management systems. • Conduct inspections of emergency equipment and facilities to ensure operational readiness. • Extensive travel is required, including trips to remote areas of Alaska using small planes, snowmachines, ATVs, and boats. • Other duties as assigned.
