FUNCTION:
Reporting to the HCVP Manager, the HCVP Specialist performs a variety of duties pertaining to the occupancy and eligibility of the HCVP including planning, organizing, and participating in the housing applicant interview and counseling process; preparing confidential and technical documents pertaining to leases and contracts; advising residents, participants and property owners on HCVP policies, regulations, guidelines and procedures. He/She may also assist in the monitoring and quality assurance activities of intake staff.
The HCVP Specialist is expected to be an active participant in the agency’s mission, vision, and values. He/she shall work to ensure consistent, quality services to the agency’s constituents, demonstrate enthusiasm, initiative, and flexibility in assignments and maintain positive working relationships and communication with all agency personnel, will be inclusive, communicative and will establish himself/herself as a primary resource to those he/she supervises.
MAJOR DUTIES:
- Determines eligibility of program participants including eligibility for continuing participation; interviews housing applicants; investigates and verifies applicant/participant information for accuracy and completeness; contacts applicants and participants to discuss and clarify discrepancies; calculates family gross and net income; completed required payment information and inputs into computerized records systems.
- Prepares/reviews leases and documentation involved in the eligibility and rental process; prepares notices to participants and property owners regarding changes of status; receives information and process participant transfers; processes inspections requests and prepares necessary documentation.
- Prepares and conducts interim and annual re-evaluations; verifies any changes in household composition or income; recalculates rent and prepares amendments to current lease as required; notifies participants of changes; works with outside agencies to implement the transition of participant under the Portability HCVP.
- Prepares correspondence to various agencies, landlords, and businesses to verify applicant data including total family income, current assets, and family composition; affirms applicant information as required; prepares information for input into data processing system and obtains output reports as required.
- Develops and maintains files and records pertaining to applicant, participant, and property owner information; compiles data from a variety of sources, databases and logs related to housing services operations and housing program activities as required.
- Briefs prospective applicants, participants and landlords for various programs explaining the way the programs work outlining duties and responsibilities of owner and participants; answers questions and provides information to the public and program participants; resolves or refers requests and complaints to appropriate staff.
- Performs a variety of counseling functions to explain Housing policies, regulations, guidelines and procedures to applicants, participants and landlords.
- Reviews client requests and prepares file for review. i.e., program hardship policies, program moves/transfer, and reasonable accommodation requests to make recommendation to the HCVP supervisor.
- Conducts initial compliance reviews, prepares and assists in termination process including preparing conditional terminations and hearing packets for review by the HCVP Supervisor.
- Inputs information into computerized systems for information management, storage and retrieval; inputs and retrieves applications and owner property information, inputs status and other changes. Assists in error reports and corrections, i.e., EIV, decreased tenant, hold reports.
- Cooperates and coordinates with CoAction staff to enhance internal and external communication to meet agency goals and objectives.
- Participate in regular staff meetings, staff training programs (to maintain required certifications), supervisory session If applicable), and accept responsibility for aiding the development of positive team relationships as requested.
- Other duties as assigned by the HCVP Supervisor.
