FUNCTION:
The Access Solutions Manager is responsible for overseeing CoAction's Information and
Assistance Department, Options Counseling Department, and Community Supports
Department. This role ensures the effective delivery of programs aligned with the Older
Americans Act, including congregate meal services, preventive health initiatives, and
caregiver and dementia care programs. The manager will lead a dedicated team to provide
comprehensive support to older adults and individuals with disabilities, promoting their
independence and well-being.
The Access solution manager must actively participate in the agency’s mission, vision, and
values. He/she shall work to ensure consistent, quality services to the agency’s
constituents, demonstrate enthusiasm, initiative, and flexibility in assignments, maintain
positive working relationships and communication with all agency personnel, be inclusive
and communicative, and establish himself/herself as a primary resource to those he/she
supervises.
MAJOR DUTIES:
Departmental Oversight:
• Supervise the Information and Assistance, Options Counseling, and Community Supports
departments to ensure cohesive and efficient operations.
• Develop and implement strategic plans to enhance service delivery and program
effectiveness.
Program Management:
• Ensure all programs comply with the standards and objectives of the Older Americans
Act.
• Oversee the delivery of congregate meal programs, preventive health services, and
caregiver support initiatives, ensuring they meet community needs.
• Continuously evaluate existing access protocols and pathways to identify
opportunities to simplify and remove barriers to access
• Monitor program outcomes and utilize data to inform continuous improvement efforts.
• Manages program Consumer Satisfaction process and client access to solutions.
• Other duties as assigned by the Director of Home & Community Based Services
Team Leadership:
• Is an active participant in the Operations and Planning Management team.
• Lead, mentor, and support departmental staff, fostering a collaborative and
compassionate work environment.
• Conduct regular performance evaluations and provide opportunities for professional
development.
Community Engagement:
• Collaborate with local agencies, stakeholders, and community organizations to enhance
program outreach and effectiveness.
• Represent CoAction in community meetings and events to promote services and build
partnerships.
Data Management and Reporting:
• Prepare and submit regular reports to the Director of Home and Community Based
Services and relevant authorities as required.
• Manages program fiscal operations, including budget development and expenditure
authorization, according to the CoAction budget and fiscal policy.
• Monitors the program’s financial health and communicates recommendations to the
Aging director.
• Ensures that program activities meet all Federal regulations and contract
guidelines.
MINIMUM QUALIFICATIONS:
• Bachelor’s degree required, Master’s preferred in Social Work, Public
Administration, Human Services or related field.
• 1-3 years experience in Social Service Management.
• 2 or more years’ experience supervising staff.
• Experience in creating and managing the budget process for a large department, as
well as monitoring contract compliance.
• Experience in the collection of and analyzing data to inform Senior Management
Team and to identify trends.
• Excellent writing and effective communication skills with staff, clients, service
providers and general public.
• Experience in understanding of the aging and disabled client populations
Salary : $58,000 - $62,000
