    GENERAL DESCRIPTION:
    The Executive Director of School Performance and Workforce Development is responsible for leading, developing, and overseeing a portfolio of initiatives that improve student outcomes through regional school improvement services, cross-sector partner development and collaboration, and innovative program design and implementation. This role includes a clear focus on developing and sustaining cross-sector partnerships towards improving secondary student outcomes related to high school completion, career and workforce exploration and preparation, and college readiness.

    The Executive Director catalyzes collaboration across K-12, higher education, industry, community based and philanthropic organizations, and workforce and economic development entities to address the needs of local and regional labor markets while preparing students for employment opportunities and post secondary success. A key outcome of the role is ensuring that historically marginalized students and rural communities benefit equitably from new models, programs, and strategic initiatives.

    The Executive Director will oversee teams within the Office of School Performance and Workforce Development and related programs while serving as the primary liaison with industry, higher education, government agencies, philanthropic organizations, and the region’s 20 school districts. The role requires expertise in strategic leadership, innovative student program development, entrepreneurship, data-driven decision-making, and equity-centered design.

    The Executive Director is an antiracist agency-wide leader responsible for program vision, administration, standards, monitoring, accountability, and reporting within the mission and vision of the NWRESD. As a member of the Superintendent’s leadership team, the Executive Director will ensure high levels of collaboration amongst and between departments, effectively communicate with staff, educators, and school district stakeholders, and ensure program resources and improvement efforts are aligned to meet the commitments established in the Board-adopted Strategic Plan.

    QUALIFICATIONS: To perform this job successfully,an individual must be able to perform each

    1. Master’s Degree in Education, Business Administration, Public Administration or a related field.
    2. Valid Oregon Administrative License required or ability to obtain licensure upon start date.
    3. Minimum of five (5) years of successful administrative experience managing people, programs, and services in the field of education, workforce development, career-technical education, or leading system-wide strategic initiatives.

    KNOWLEDGE, SKILLS, & ABILITIES:
    1. Demonstrated ability to identify, develop, and implement regional strategic initiatives that expand educational opportunities and services for students.
    2. Extensive knowledge of best practices and emerging trends in workforce development, college and career readiness, and innovative educational models.
    3. Experience leading equity-centered initiatives to address the needs of historically marginalized and rural communities.
    4. Strong relationship-building skills with industry leaders, community partners, philanthropic organizations, and government agencies.
    5. Preferred experience with emerging educational models and technologies, including artificial intelligence and virtual learning.

    A. Leadership & Program Oversight

    1. Lead and oversee the Office of School Performance and Workforce Development, ensuring alignment with the NWRESD strategic plan.
    2. Directly supervise and support administrative, licensed and classified staff.
    3. Develop, implement, supervise and evaluate regional service innovations including, but not limited to, Regional Career Centers, workforce development programs, high school dual credit, educational technology, career and college pathways efforts and other alternative or experiential school programs.
    4. Design, expand and enhance workforce-related initiatives.
    5. Lead innovation in emerging educational models and technologies.


    B. Regional Coordination & Partnership Development

    1. Serve as a primary workforce and college readiness liaison to the region’s 20 school districts, differentiating services to meet district and county needs.
    2. Develop and sustain strong partnerships with higher education, industry, government agencies, workforce development entities, and philanthropic organizations.
    3. Convene regional cross-sector stakeholders to align innovative initiatives with local educational and economic needs.
    4. Establish multiple structures for gathering stakeholder input and co-creating services, including advisory groups and superintendent meetings.

    C. Strategic Initiative Development

    1. Identify and lead new strategic initiatives that enhance regional educational service development.
    2. Collaborate with districts and industry partners to design programs that address evolving workforce and learning needs.
    3. Effectively collect and utilize data to assess and refine initiatives.

    D. Funding & Resource Development

    1. Oversee all aspects of the Office of School Performance and Workforce Development budget across multiple funding sources and grants to ensure program and fiscal integrity and alignment with the NWRESD strategic goals and priorities.
    2. Lead efforts to identify funding opportunities, including grants and industry partnerships, in coordination with the grants team.
    3. Lead key legislative initiatives towards improving workforce development and career in college readiness outcomes for the region’s students.

    E. Equity & Innovation

    1. Design and implement programs that advance equitable access to workforce and educational opportunities for historically marginalized and rural communities.
    2. Foster a culture of innovation, exploring emerging trends and technologies to support students and districts.

    F. Additional Responsibilities

    1. Perform other duties as assigned to meet the needs of the organization and region.
    2. Work collaboratively with other NWRESD departments to enhance cross-functional impact.
