General Description

Manages and integrates technology and operational services to ensure organizational effectiveness and alignment with the mission and values of NorthWest Senior & Disability Services (NWSDS). Oversees IT infrastructure, facilities, procurement, fleet, contracts, risk management, and project implementations, ensuring compliance, safety, and optimal performance across all functions.

Essential Functions

  • Lead strategic IT and technology initiatives
  • Manage facilities and maintenance operations
  • Oversee procurement and contract administration
  • Administer fleet and equipment operations
  • Lead safety and compliance initiatives
  • Provide leadership and staff development
  • Provide excellent customer service in a professional manner
  • Lead Strategic IT and Technology Initiatives
  • Guide and support the IT Program Manager in overseeing IT projects, including rollouts, security analysis, and system upgrades, ensuring timely and effective execution.
  • Direct IT infrastructure to ensure security and operational efficiency, including redundancy planning, network administration, data backups, server management (host and email) maintenance.
  • Collaborate with executive management to assess, implement, and maintain IT systems that enhance network performance and user experience.
  • Manage Facilities and Maintenance Operations
  • Supervise maintenance staff, ensuring efficient operations and compliance with contract terms.
  • Ensure agency buildings and facilities meet safety, compliance, and accessibility standards by overseeing maintenance services, including HVAC, elevators, and office fixtures.
  • Develop and implement strategic plans for facility maintenance, renovations, and new site development.
  • Oversee Procurement and Contract Administration
  • Ensure compliance with Oregons public contracting requirements across procurement activities, including small, intermediate, and formal processes.
  • Develop, review, and manage Requests for Proposals (RFPs) and contracts for services, facilities, and equipment.
  • Monitor vendor performance and procurement processes to ensure cost-effectiveness and service quality.
  • Administer Fleet and Equipment Operations
  • Direct agency fleet vehicle operations, including maintenance, usage, and compliance with safety regulations.
  • Develop and implement strategic plans for the maintenance, replacement, and disposal of agency vehicles and equipment.
  • Coordinate with maintenance teams and external vendors to manage necessary repairs and system upgrades.
  • Lead Safety and Compliance Initiatives
  • Lead the agencys safety programs, ensuring compliance with workplace safety regulations and promoting a safe work environment for employees and visitors.
  • Develop and implement the Emergency Preparedness Plan, including conducting safety training and drills.
  • Oversee workplace safety measures, including ergonomic assessments, hazard mitigation, and compliance with OSHA standards.
  • Act as a Mandatory Reporter for vulnerable populations and uphold compliance with privacy regulations.
  • Provide Leadership and Staff Development
  • Lead, mentor, and develop cross-functional teams, including IT, and maintenance, fostering alignment with agency objectives.
  • Cultivate a culture of accountability, professionalism, and interdepartmental collaboration.
  • Facilitate professional development and training opportunities to enhance employee skillsets and performance.
  • Provide excellent customer service in a professional manner
  • Promote Agency goals and programs and enhance the Aging and Disability Resource Connection model.
  • Exhibit sound decision making and problem solving.
  • Meet quality standards in accuracy and timeliness.
  • Exhibit good work habits.
  • Follow policy and procedure.

Job-Specific Skills Required

  • Management experience and knowledge to perform duties.
  • Ability to develop and implement policies and procedures for IT security, facilities management, and safety programs.
  • Proficiency in contract negotiation and vendor management.
  • Knowledge of database management, reporting tools, and business intelligence systems.
  • Strong analytical and problem-solving skills to address operational and technical challenges.
  • Experience in implementing and maintaining enterprise resource planning (ERP) systems.
  • Ability to effectively manage multiple priorities in a fast-paced environment.
  • Strong written and verbal communication skills for internal and external stakeholder engagement.
  • Proficiency in Microsoft Office Suite, project management software, and other relevant IT tools.
  • Ability to train and coach staff.
  • The ability to understand, articulate and implement a vision in the areas of business operations and technology services, and how these services fit within the vision and mission of the Agency.

Required Experience

Minimum Qualifications

A qualified applicant will have a minimum of eight (8) years of experience in a related field, including at least three (3) years of supervisory or management experience. This experience must demonstrate the knowledge, skills, and abilities required for the role.

The following is preferred, but all candidates meeting the minimum requirements will be considered:

  • An Associate's degree in Business or Public Administration, Facility Management, Computer Science, or a closely related field.
  • Public sector management experience.
  • Any equivalent combination of training, education, and experience that provides the required skills and knowledge as described in the essential job functions

Other Requirements

To be successful, candidates must adhere to the following:

  • Secure and maintain a valid Oregon drivers license or have an acceptable alternative means of transportation
  • Attend work regularly to fulfill job demands and provide necessary services
  • Must be available for contact after hours and on weekends in the event of an emergency, or appoint a designated contact.
  • Complete and pass a criminal background check

Work Environment/Physical Demands

This role involves a mix of office and fieldwork, including site visits and hands-on maintenance tasks. Requires lifting up to 50 pounds, use of hand tools, and occasional irregular hours for emergencies. Exposure to various environmental conditions and interactions with clients, vendors, and staff is expected.

As a management position, requires additional or irregular hours on occasion, and responding to emergency situations. Contact with the public in home or office environments may risk exposure to irrational/hostile behavior, contagious diseases, or potential contact with domestic animals.
