Overview
Northwood Technical College is seeking applications from qualified candidates for a full-time/LTE WIOA Training & Employment Navigator at the Rice Lake Campus. This position is grant funded until June 30, 2026.
The WIOA Training and Employment Navigator supports the Workforce Investment and Opportunity Act (WIOA) Youth Services Program. This program is designed to help young adults aged 14-24 who require education and employment assistance, particularly those facing various challenges such as low income, involvement with the justice system, homelessness, limited work experience, low basic skills, and the absence of a high school diploma or GED.
This role will have diverse responsibilities, including outreach, eligibility screening, comprehensive assessment, and intake for program participants. You will advocate for these young individuals, helping them access valuable community resources, guiding them toward educational and career pathways, and assisting with their enrollment in post-secondary education.
Furthermore, your role involves establishing connections with local businesses to facilitate paid training opportunities and job readiness programs for program participants. Additionally, you will collaborate with the College to accept referrals and work closely with faculty and advisors to support and guide students in their educational and career journeys.

- Managing a caseload of youth participants in Barron, Polk, and other participating counties according to WIOA youth regulations to deliver work readiness, leadership development, training services, and academic support to meet performance indicators.
- Assisting with increasing WIOA Youth enrollment through expanding recruitment activities, including participating in community events, building relationships with community resources, and developing new recruiting plans and activities that lead to cohort minimums.
- Reviewing/Verifying eligibility and enrolling participants as per WIOA regulations, collecting and documenting appropriateness before service delivery, ensuring proper signatures on all forms, and entering all necessary information into the statewide database system and documentation in the participant case file.
- Collaborating with various college departments to ensure participants' success (financial aid, student accounts, bookstore, and registration).
- Delivering professional ongoing case management and career/life counseling for WIOA Youth clients through the four steps of participation: recruitment, enrollment, training, and follow-up.
- Working with participants to develop an employment plan that addresses participant career interests, introduction to career pathways to ensure a complete understanding of careers that can grow along a continuum of lifelong learning, training goals and education plans, basic needs, needed support, and regular contact.
- Identifying and documenting community resources and support services that would benefit the participant to be successful in training or employment.
- Providing excellent customer service in all phases of work with participants, schools, and employers, focusing on problem resolution.
- Assisting the West Central Workforce Development Board and other service providers with coordinating services and monitoring youths’ success in education, employment, and personal development through workshops, supportive services, and training. Identify and connect community resources and services that would benefit the participant.
- Tracking all payments made for the program.
- Assisting with producing required grant reports and developing activities and programming for current and future cycles.
- Maintaining confidentiality of privileged information and adhering to applicable privacy laws.
- Demonstrating sensitivity, understanding, and respect for diverse populations within the workplace.
- Performing other job-related duties as assigned per the job description.
- Ability to work a flexible schedule, which includes days and occasional as-needed evenings and weekends.
- Offer supplemental support to the program director in planning and facilitating Career Venture, including assisting with recruiting vendors and school districts.
- Other duties as assigned.
Qualifications
Degree & Experience Required:
- Associate’s degree in related field
- Three years related work experience
Knowledge, Skills, and Abilities:
- Ability to communicate effectively both written and verbally
- Ability to contribute to a team environment while maintaining positivity and professionalism
- Ability to work effectively with people from diverse backgrounds and marginalized populations
- Proficiency in the use of Microsoft Office suite and the ability to effectively apply technology to tasks and projects
- Knowledge of local hiring trends and employer relationships
- Strong customer service skills that focus on creative problem solving
- Time management skills that apply organization and prioritization demonstrating the ability to multitask and work independently
- Ability to obtain driver’s license and insurance coverage in accordance with College policy
Preferred:
- Bachelor’s degree in a relevant field such as education, counseling, social work, marketing, business administration, human services, or a related discipline
- Experience in Recruitment, outreach, and case management
- Experience delivering case management services
Salary
FY25 Salary - Grade I - $23.50 / hour
