POSITION SUMMARY
The Supervisor of Specialized Learning is a 12-month position that assists special education teachers, provides support for the delivery of services for students who are identified with special needs. S/he works to support other school administrators and special education and pupil personnel service providers. The Supervisor of Specialized Learning reports to the Education Administrator of Specialized Services. S/he is a member of the Special Education Leadership Team and s/he attends Building Leaders' meetings and site-based meetings.
RESPONSIBILITIES
Building Level Supports
Ensures equitable and consistent delivery of special education services.
Supports the building administrators who supervise the special education teachers and paraprofessionals.
Supports the ongoing assessment of achievement for students with disabilities including progress monitoring, benchmark assessments, and annual progress reviews.
Monitors guidelines and procedures for the identification and placement of students
Supervises the special education summer school program.
Establish weekly planning meetings for special education staff.
Supports the schools’ recruitment and selection of special education teachers, paraprofessionals
Provides leadership for conflict resolution, SDE Complaints and assists the district response to litigation
Ensures the proper management of PPT's for all students including those in public school, 18-22-year-old Transition programs, charter, magnet schools, High School Pathway Programs including NCCA, and out-of-district programs and may attend PPTs as requested by parents, school, or District.
Ensures program compliance in accordance with state and federal laws
PROFESSIONAL DEVELOPMENT
Researches, evaluates and implements best practices.
Develops training for building and district staff, as directed by the Education
Administrator of Specialized Services
Provides training for department administrators, as necessary
Participates in the orientation process for all new staff and provides specific support for
teachers of special education
Provides activities and resources for parents
Actively seeks opportunities to grow and learn Instruction
Ensures, with school administrators, that the instructional and individualized programs of students requiring special education and all other related services are appropriate.
Provides technical assistance to administrators, teachers, and other staff regarding instructional strategies and student management.
Participates in and supports the selection of appropriate instructional materials and methods.
Partners in the planning and development of specialized classroom facilities
Oversees school programs for homebound instruction and expelled students.
Provides guidance to the special educator on the proper instructional supports for students with disabilities.
Provides guidance to school administrators regarding procedures necessary to identify the need for and request of special education paraprofessionals, and ensures appropriate training.
RECORDS AND REPORTS
Ensures that special education records are kept in accordance with federal, state, and local guidelines.
Oversees the maintenance of records regarding levels and amount of service provided to each student.
Approves contractual arrangements for supplementary educational services.
Produces information and reports for senior administrative staff, the board, state and federal agencies, community agencies, and the public.
COMMUNICAITON
Engages regularly with building administration and teachers regarding best practices to address student needs.
Communicates regularly with parents regarding special education processes, district procedures, and individual student needs. This communication will foster supportive family relationships.
Provides support to the Education Administrator for Specialized Services regarding all communication with attorneys.
Functions as liaison to community agencies and other related organizations. Financial
Make recommendations to the Education Administrator of Specialized Learning for the annual budget regarding allocations from the annual budget for schools under his/her portfolio.
Recommends funding for all services.
The Supervisor of Special Education performs other related duties as assigned by the Educational Administrator of Specialized Learning.
REQUIRED QUALIFICATIONS
CT Intermediate Administrator Certification (092) and certification in special education or related services (speech; psychology or social work).
Experience as a special education administrator or related services provider
Understanding of state and federal laws and regulations related to special education and services.
