General Description:

The Manager of Safety and Security is responsible for developing and implementing professional workforce safety programs; overseeing and tracking the training for fixed-route and paratransit operators and maintenance personnel; and, implementing emergency response programs/plans for the entire agency. The responsibility for relevant statutory compliance is a central component of this position. The investigation of accidents and Workers’ Compensation claims is also a responsibility. This position also performs supervisory tasks and special projects that achieve agency goals, improve employee performance, and ensure safe, reliable and responsive service.

Accountability:

This position will report directly to the Chief Executive Officer and work collaboratively with all department Managers.

Position Responsibilities:

Position responsibilities will include, but not be limited to:

Safety:

  1. Serves as chief investigator for incidents/accidents, performs vehicle safety quality control inspections, conducts analysis, and makes recommendations for preventive measures.
  2. Reviews accident/incident data for patterns (geographic, time of day, type, operator, route, equipment), maintains a database, develops reports, and develops remedial programs.
  3. Formulates action plans for accident and Workers’ Compensation claim reduction and overall employee welfare.
  4. Conducts on-board safety inspections.
  5. Prepares all reports for insurance company and tracks the status of claims.
  6. Prepares monthly safety/accident recaps for submission to National Transit Database.
  7. Leads the Safety Committee, reviewing accidents and all other safety concerns, and makes recommendations to management for additional safety efforts.
  8. Works with the Director of Human Resources on all Workers’ Compensation Claims and maintains accident and injury records compliant to OSHA regulations.
  9. Manages modified duty program for transition of employees back into mainstream workforce.
  10. Maintains programs for return–to-work, refresher training, and retraining.
  11. Conducts annual in-service safety review of all operators.
  12. Responsible for the development and enforcement of safety related policies and procedures.

Training:

  1. Responsible for the development and enforcement of Norwalk Transit District’s operator and maintenance training program for new hires and all in-service training.
  2. Manages the administration of all transportation department (fixed-route and paratransit) training programs in accordance with industry standards, including communications to participants, tracking and record keeping, materials inventory, special events coordination, and program evaluation records.
  3. Assess training needs, establish training objectives, prepare outlines, handouts, guides, manuals, training activities and other materials which will develop required knowledge and skills required to successfully perform an employee’s job functions.
  4. Oversee a variety of training methods, including lecture, discussion, skill practice activities, and media to achieve safety and customer service training objectives and develop participant knowledge and skills.
  5. Develops and provides individualized coaching for operators and initiates training and safety communication interventions to improve defensive driving, prevent accidents and enhance safety.
  6. Responsible for development and maintenance of requisite training check lists for all operators and maintenance personnel and responsible for creation and dissemination of training completion certificates.
  7. Working collaboratively with the Maintenance Manager, coordinates the on-going training program in accordance with industry standards for maintenance personnel, including communications, tracking and record keeping.
  8. Develop and coordinate hazardous materials handling training.

Other:

  1. Manages and implements the Drug and Alcohol Testing Program in compliance with the Department of Transportation regulations and oversees compliance with this program.
  2. Serves as Designated Employee Representative for the Drug and Alcohol Testing Program and maintains all the requisite files for this program.
  3. Maintains required employee DOT documentation for all safety sensitive positions, including but not limited to, medical certifications, CDL licenses and renewals, background checks and drug screens.

Safety and Security:

  1. Responsible for contributing to a safe and secure work environment and is cognizant of surroundings and acts in a safe manner at all times.
  2. Conducts evacuation drills, including fire, disaster and security.
  3. Is knowledgeable of and adheres to OSHA, Norwalk Transit District and other safety standards, directives and advisories, both written and verbal.
  4. See other responsibilities as outlined in the “System Security Program Plan.”
  5. The Manager of Safety and Security has responsibility for day-to-day implementation of the District’s Safety Management System (PTASP) under the direction of the Chief Executive Officer and serves as the Chief Safety Coordinator.
  6. Responsible for contributing to a safe and secure work environment. Is cognizant of surroundings and acts in a safe manner at all times. Is knowledgeable of and adheres to OSHA, NTD and other safety standards, directives and advisories, both written and verbal. Uses safety equipment and protective clothing as appropriate and necessary. Maintains good housekeeping habits in work area to avoid injury to self or others. Immediately reports to their respective supervisor or Manager of Safety and Security any safety or security issue and makes recommendations for improvement. Observes building access restrictions and locks doors when not present. Knows the nearest two safety exits and participates in safety drills.
  7. This is a safety-sensitive position and is subject to random drug and alcohol testing.

Position Requirements:

  1. Minimum possession of a High School Diploma/GED. A College degree or other preparatory technical, managerial/supervisory, facilitation and communication skills training is highly desirable.

  1. A minimum of three (3) years of technical, managerial, or supervisory experience in public transportation is required. Appropriate preparatory training beyond the required high school education or the attainment of requisite communication and presentation skills and knowledge in a relevant non-supervisory position may be substituted for a portion of the experience is required.

  1. Knowledge of public transit operations, the application of policies, procedures, rules, and contractual requirements in a transit environment, knowledge of and the ability to model safe driving and customer service skills is required.

  1. Valid Commercial Driver’s License with the public service endorsements required and the ability to be insured by NTD throughout employment.

  1. Individual may be required to travel in the course of their daily work.

  1. Proficient in software programs (word processing, spreadsheet and database), internet applications and utilization of all relevant office equipment. The ability to learn quickly internal software programs.

  1. Must be able to handle confidential information.

  1. The ability to prioritize projects and have excellent oral communication skills, interpersonal skills, tact and diplomacy, demonstrated ability to present information in a clear, well-organized manner, to provide step-by-step instructions and constructive feedback, and excellent written communications skills are essential. Ability to work both independently and in a team environment.

  1. Ability to communicate clearly and effectively both orally and in writing.

  1. Ability to work with other local agencies including the police and public works departments.

  1. Ability to work effectively under pressure and in emergencies.

Physical Requirements: Must be able to read, write and communicate fluently in English. Frequently required to walk; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; stoop, crouch and kneel. The member must occasionally lift and/or move office items. The member will be required to work in an office setting sitting behind a computer, go into the field on service calls, as well as interact with customers.

Work Environment: There will be frequent interaction with employees and customers. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
