Job Description

What we are looking for:

An experienced Human Resources Manager to provide timely and quality support to the emergency response in Gaza. The position holder will oversee and manage all matters related to deployments, recruitments, and HR and admin related services relevant to the area office of Gaza in coordination with the country office and area office management teams.

What you will do:

  • Coordinate with department heads to manage staffing levels, taking into consideration factors such as lack of access, security, teams’ exhaustion, etc. and ensure having a workforce staffing plan in place, aligned with available resources and funding, to respond to the changing context.
  • Oversee and manage the recruitment process and provide support to hiring managers ensuring compliance with minimum standards and national laws, and in proportion to the needs of the emergency response.
  • Ensure hiring managers are aware of the recruitment policy and minimum standards and provide guidance as needed and share regular updates.
  • Coordinate with the area office and country office HR teams to manage and administer compensation and benefits responsibilities, including contracts management, payroll administration, and benefits allocation (including insurance, overtime, leaves, etc.).
  • Follow up the on-boarding process for newly hired staff national and international and ensure they are enrolled in inductions providing them with the tools, information, security awareness, and contextual challenges, in coordination with relevant stakeholders and functions.
  • Provide support to staff and line managers on employee relations management including organizational resilience, working environment, disciplinary measures, grievance management, and work-related incidents.
  • Promote well-being and healthy work-life balance and all support services available, ensuring constant follow-up and reporting on effectiveness.
  • Work in collaboration with the country office HR team on duty of care and mental health support for the area office team.
  • Provide support to the salary scale review process for Gaza in line with NRC policies and procedures in direct coordination with the country office HR.
  • Establish clear communication channels for disseminating information related to the emergency and keep employees informed about the situation, safety measures, and any changes in work arrangements.
  • Ensure that HR emergency response plans and procedures function as intended and coordinate for adjustment with the country office management and always maintain updated records.
  • Collaborate with the Health, Safety, and Security unit and other stakeholders on emergency preparedness plans such as relocation and evacuation.
  • Develop strategies for post-crisis support and response and normalization of processes.
  • Responsible for managing and tracking the emergency team rotation in and out of Gaza including facilitating all the required briefings/debriefs, effective management and follow up on Rest and Recuperation Leaves (R&R).
  • Deputize the HR and Administration Manager of the country office during periods of absence as necessary.
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across the area of work.

What you will bring:

  • Bachelor’s degree in human resource management or a related field of study.
  • Minimum 3 years of experience in a senior HR position within humanitarian/recovery context
  • Demonstrated experience working in complex and volatile contexts with an international humanitarian organization.
  • Previous experience working in an emergency response situation and responding to increasing and changeable demands in crises
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English both written and verbal. Knowledge of Arabic is desirable.

  • Duty station: Gaza, Palestine (non-family)
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
