Fulfills the mission of Norwich University by managing all aspects of student receivables including invoicing, cash receipts from students and third-parties, posting of financial aid funds, and all collection activities. The Bursar has primary responsibility for improving processes and ensuring excellent customer service within the department.

Hybrid work schedule may be authorized.

Salary: $75,000/year or more depending on experience.

Essential Functions

  • Oversees all facets of the daily operations of the Accounts Receivable function for student accounts ensuring compliance with Federal and State laws and regulations, and in adherence to University policy.
  • Tracks, collects, and records University revenue generated by tuition and fees, including student and third-party payments, as well as institutional and federal financial aid.
  • Directs all student billing, ensuring accuracy of student charges and performing adjustments as required by federal and institutional policy.
  • Oversees billing communications sent to students and third- party payers.
  • Approves/oversees all credit-balance payments issued to students.
  • Coordinates with Accounts Payable to ensure accurate and timely processing.
  • Directs the operation of student accounts and third-party agreements, including billings, charges, collections, electronic data transfers to and from third parties, accuracy of the student A/R system, and compliance with government regulations.
  • Works in partnership with Student Financial Aid and the Registrar to ensure compliance with mandated financial aid regulations and policies.
  • Manages and provides leadership to Bursar Office staff, including but not limited to hiring, training, and supervision.
  • Monitors work allocation, assists with problem resolution, evaluates employee performance, makes recommendations for personnel actions, and motivates staff to achieve peak productivity and performance.
  • Oversees institutional student loan portfolio administration in coordination with third-party servicers and collection agencies.
  • Creates, updates, and maintains policies and procedures for the Bursar's office, implementing and administering changes as required to accommodate changes in regulations and University policies and initiatives.
  • Oversees the preparation and distribution of all year-end government mandated statements on a timely basis including 1098Ts.
  • Works with students to resolves problems and questions regarding charges, billing, payment arrangements and any other student account related matters.
  • Oversees staff contact and initiates the settling of student account balances.
  • Plans and manages departmental workflow and approves master calendars for the Bursar's office.
  • Monitors internal control procedures within areas of responsibility and recommends changes to strengthen internal control.

Other Functions

  • Assesses the performance of direct reports and provides frequent feedback to optimize their performance.
  • Maintains confidentiality of sensitive or private information.
  • Communicates with employees, students, and others in a respectful and clear manner.
  • Serves on University committees, councils, workgroups, or other designated bodies as assigned.
  • Achieves, maintains proficiency in, and utilizes computers, telephones, and other job-related equipment, including related systems and software.
  • Speaks, reads, and writes in English.
  • Communicates by telephone, email, letter, in person, or other means or device.
  • Performs other tasks as assigned by supervisor.

Job Requirements:
  • Bachelor's degree
  • 3 years of experience managing an accounts receivable function
  • 3 years of supervisory experience
  • Customer service experience including such skills as problem solving and conflict resolution
  • Working knowledge of financial aid practices and procedures, collection laws and regulations, collection practices and techniques
  • Experience with policy development and implementation
  • Proficiency in MS Office (Word, Excel, SharePoint, Teams, and Outlook). Working knowledge of Ellucian Banner or similar ERPs
  • Able to sit, squat, reach, push, pull, and manipulate related equipment; lift 25 pounds; travel outdoors to various parts of the campus.
  • Occasional weekend and evening work
