Job Description:
Position Summary
The Principal Engineer/Estimator is a key position in Global Engineering whose mandate is to provide effective and innovative cost solutions to projects for our business partners to maximize value and ensure successful project execution.
The successful candidate will provide technical support for estimating capital projects, from feasibility studies through final funding and project execution and start-up. The Estimator must possess strong estimating and benchmarking skills. The position supports multiple projects, that range from less than $5MM to $500M total installed cost (TIC)
Position Description :
Provide technical support for planning and estimating capital projects, with the greatest emphasis on front end feasibility studies, as well as through the FEL stage gate process. The successful candidate must have strong skills in the following areas: conceptual estimating, managing the estimating process with internal and external team members, risk analysis and trending of the estimate through the funding process to allow timely decision making.
The main roles and responsibilities are as follows:
Responsibilities
· Lead estimating effort for capital and expense projects and studies, working with the AE/CM and multi-discipline project teams.
· Prepare Total Installed Cost (TIC) estimates, including conceptual schedules and staffing plans, for concept and siting studies.
· Gather and validate estimate information from multiple groups both within and external to the company.
· Ability to review all disciplines of the cost and scope aspects of third-party estimates and manage the reconciliation process in a collaborative team setting.
· Review and validate equipment suppliers and trade partner estimates.
· Lead estimate risk analysis sessions.
· Project cost trending, such as implementing Target Value Delivery, on projects from concept through final funding.
· Support project benchmarking efforts, both internally and through external relationships.
· Support data management of the Estimating cost database, equipment database and cost modeling tools.
· Lead and support preparation of project return cost data and close-out reports.
· Support the front-end planning and funding process (schedule, resources, due diligence, market analysis, risk analysis, etc.).
· Manage internal estimate resources and provide appropriate direction for external workers in the region.
· Ability to act as a mentor within the estimating group and coach project teams throughout the FEL process.
· In collaboration with the project team, set up project budgets per a standard work breakdown structure, and assist in developing a breakout for trade bid package cost tabulations against project budgets.
· In collaboration with the Estimating Steward, Global Capital Procurement, and external suppliers, evaluate current market conditions and use the information in the estimating process.
Qualifications
· Industrial experience in regulatory field(s) which could include pharmaceutical/construction/infrastructure
· 8 years of estimating experience
· Strong knowledge of estimating, capital management and financial processes.
· Excellent communication and interpersonal skills to interface effectively with all levels in the organization and proven leadership demonstrated over multiple assignments
· Strong Microsoft Excel, Word, Presentation skills.
· Strong analytical skills.
· Ability to understand the current market across geographical regions
Preferred:
· Broad knowledge of the biopharmaceutical industry across multiple project types (drug substance, drug product, lab, large molecule, small molecule, etc.) and all lines of business (R&D, Human Health, Animal Health)
· Experience in Lean Project Delivery Methodologies (e.g. Target Value Delivery)
· Knowledge of Estimating and Information Management systems
· Strategic planning or portfolio management experience
· Lean/Six Sigma experience, change management expertise
· Knowledge of AE, CM and Professional Service providers estimating means and methods
Additional Notes:
· Strong background in Excel (Pivot tables) and SQL.
· Experience with PowerApps, @Risk (Excel software for risk analysis), AutoCADViewer
· Experience in front end loading design (FEL)
· Life sciences background heavily preferred
· Experience working on capital projects - like setting up R&D lab.
· Ability to work with others - will be working with 3-50 people at a given time.
· Experience in holistic costs / estimations presentations.
· Industry experience (8 years) more valued than academics.
· Experience working in projects between $25K-500M
· 10-20% travel to any Client location, including international
· Active listener, takes intiative, proactive, self-starter
· Could be working on 6-8 projects at a given time.
· 70-80% project facing work.
· Also expected to do continuous learning (external webinars organized by Client) and contribute to department improvements.
