Job Description

Summary/Objective

The Site Manager is responsible for all B-52 Training System (TS) site activities at Minot AFB, ND. The Site Manager is also responsible for site level operation of all the program elements assigned to the site which includes (but is not limited to), implementation, direction of scheduled activities, budgeting, planning, organizing, directing, and controlling integration of all facets of site management.

This position also supports in a CLS Manager role at Minot AFB, ND, ensuring inventory management, procurement and repair planning, implementation of supply support policies, management of Government Furnished Property (GFP), and cross-functional collaboration and support with onsite technicians, Barksdale AFB, LA location, and other CLS Managers or departments.

Site Management

  • The Site Manager provides liaison with the Program Manager and the Government COR. The Site Manager will interface with their CORs relative to daily operational tasks, including operation of the contracted devices, maintenance of the devices, and real property maintenance.
  • Submits site specific Contractor Device Performance report (CDRL), monthly GFE Report, and Quarterly Contractor Progress to program management.
  • Upholds Performance Work Statement and contract requirements including the ability to identify out-of-scope tasking and notify Program Management.
  • Directs site resources to fulfill maintenance, operations, safety, and security contained within the PWS.
  • Maintains proper classified security posture.
  • Maintain and execute site budgets.
  • Upholds regulations contained in corporate handbooks/manuals, ISO 9001 criteria, and all local regulations pertinent to the contract.
  • Performs other duties as assigned.

CLS Management

  • Inventory Management and Supply Maintenance 
    • Maintain an ample supply of frequently used repair parts on-site, ensuring continuous availability to prevent operational interruptions. 
    • Conduct usage analyses to identify high-demand parts and implement inventory strategies that consider lead times and usage patterns. 
    • Responsible for parts, supply, and consumable ordering.
  • Procurement and Repair Planning 
    • Develop and execute plans that account for lead-time considerations, ensuring that material and service requirements for repairs and preventative maintenance are met. 
    • Utilize lead time performance measurement and analysis to identify and resolve procurement and repair bottlenecks, enhancing overall efficiency. 
  • Implementation of Supply Support Policies
    • Implement and execute NOVA CLS Supply Support plans, policies, and procedures program-wide to standardize processes and optimize the cross-utilization of material assets. 
    • Coordinate with cross-functional teams to ensure consistent application of supply support practices, maximizing the efficiency of logistics operations. 
  • Management of Government Furnished Property (GFP) 
    • Manage and maintain Government Furnished Property (GFP) repairable items, ensuring compliance with all relevant regulations and requirements. 
    • Oversee the proper handling, storage, and tracking of GFP items to support ongoing repair and maintenance activities. 
  • Team Leadership and Collaboration 
    • Supervise, lead, and collaborate with CLS employees in the performance of daily maintenance, operation, and associated tasks in accordance with the established Collective Bargaining Agreement (CBA).
  • Foster a collaborative environment to ensure that logistics duties are executed efficiently, supporting overall program success. 
  • Other duties as required.

  • Ability to drive process improvements that enhance the efficiency and effectiveness of logistics operations across the program.
  • Proficiency in implementing and executing standardized supply support plans, policies, and procedures.
  • Able to work independently and direct subordinates.
  • Ability to convey information clearly and effectively to diverse audiences.
  • Recognizing and managing one’s emotions, as well as those of others, to foster a positive work environment.
  • Ability to make sound decisions under pressure, weighing the pros and cons of different options. Demonstrating accountability for decisions and outcomes.

Education and Experience

  • A bachelor’s degree in technical field, business administration, or similar discipline. An equivalent combination of education and years of experience may be considered in lieu of formal education requirements.
  • 4-12 years of aircraft training simulation experience including system maintenance and logistics.
  • Expertise in managing inventory levels, analyzing usage patterns, and ensuring the timely availability of repair parts. 
  • Experience with military management and have an understanding of military protocols and customs.

Preferred Education and Experience

  • Management experience and experience with B-52 simulator maintenance is desired.

Supervisory Responsibility

This position will have authority or responsibility for the leadership and supervision of others.

Work Environment, Programs, and Tools

While working in an office environment, this position will frequently be required to sit, talk, listen, use eye acuity, be on camera, and use hands/fingers to grasp or type. This position will also occasionally require walking and standing.

This position will also frequently require the individual to use the following tools, equipment, or programs: Computer, Microsoft Teams, Microsoft Office suite, Microsoft Project, Deltek Costpoint.

Position Type/Expected Hours of Work
This position will be on site at Minot AFB, ND and will require adherence to the Government site hours of operation. This position is a full time salaried-exempt position, expected to work at least 80 hours a payroll period. This position may require evening/weekend work and work outside of the normal hours of operations when needed to support Program needs.

Travel
Must be willing and able to travel to support the needs of the Program.

Security Clearance
Must be able to obtain and maintain a DoD secret personnel security clearance.
