The Mississippi Secretary of State’s Office (MSOS) is seeking a Project Manager (PM) to oversee and
coordinate two (2) consecutive projects :
Project 47843 : Business Services & Filing (Primary focus)
Project 47844 : Campaign Finance & Lobbying (Ancillary support)
The PM will act as the primary liaison between MSOS personnel and third-party development teams, ensuring smooth
communication, coordination, and project execution. While Campaign Finance & Lobbying will be largely managed by
the Division Head for Elections, the PM will provide project management support. The Business Services & Filings
project will require the PM’s primary focus, as it has the largest scope and complexity.
Some key functions and responsibilities include, but are not limited to :
Develop, implement, and maintain project plans, schedules, and deliverables.
Act as the central point of contact for internal MSOS teams and third-party vendors.
Ensure clear communication of project goals, expectations, and deadlines.
Track project progress and resolve issues that may impact timelines or deliverables.
Coordinate project status meetings, reports, and documentation.
Provide the minimum required skills and / or experience the contractor must possess to qualify for this position. These
requirements will be transferred to the Score Sheet and candidates without these requirements reflected on their resume will
NOT be presented to the manager for consideration.
5 years of project management experience, preferably in government or technology-related projects.
Experience managing software development projects and vendor relationships.
Strong knowledge of project management methodologies (Agile, Waterfall, Hybrid).
Proficiency in project management tools (e.g., Microsoft Project, Smartsheet, JIRA, or equivalent).
Excellent organizational, communication, and problem-solving skills.
Preferred / Not Required
Provide any skills / experience that would be helpful for the candidate to possess but not required. Examples : Previous supervisory
experience, WebLogic experience helpful, etc.
PMP, CAPM, or other relevant project management certification.
Experience with state government agencies or regulatory environments.
Familiarity with business registration, filing systems, or campaign finance processes.
Any direct experience or working knowledge of the Mississippi Secretary of State's systems and business operations
will be considered highly beneficial.
