This is a hybrid position with three days in the office (Mondays, Wednesdays, and Thursdays) in Walnut Creek, CA.
Position Overview:
The Senior Development Manager will play a crucial role in overseeing all aspects of affordable housing development, both new construction and acquisition/rehabilitation projects. You will be responsible for ensuring that each project is executed in a timely, cost-efficient, and operationally viable manner while meeting Novin Developments high standards for quality and community impact.
Key Responsibilities:
Lead Project Development from Start to Finish
Oversee all stages of the affordable housing development process, including grant applications, proforma preparation, and project financing.
Conduct in-depth financial feasibility analyses and prepare narrative reports and proposals.
Identify potential sites for affordable housing acquisitions or new builds and assist with site acquisition negotiations.
Work closely with the VP of Acquisitions to evaluate and secure new opportunities.
Prepare project schedules, critical path timelines, and project milestones.
Internal Coordination and Financial Management
Coordinate with internal stakeholders, including lenders, nonprofit partners, property management, and resident services teams.
Ensure that building programs, financing plans, and operating budgets meet Novin Developments standards.
Maintain and update project budgets, schedules, and reports for review by the President and investors.
Manage communication of changes to schedules, budgets, and project timelines.
Assist in preparing financing packages and documentation for investor and partnership approval.
Manage Entitlements & Permitting Process
Seek out and apply for local, state, and federal housing grants.
Navigate and manage the permitting process, obtaining necessary government approvals and permits.
Lead a team of consultants (architects, engineers, contractors, etc.) through design, permitting, and construction.
Oversee community acceptance processes and engage with stakeholders, ensuring alignment with Novins development goals.
Solicit, evaluate, and negotiate contracts with external consultants and contractors.
Represent Novin Development
Represent Novin Development at public hearings and speaking engagements, often in collaboration with the President and Communications Manager.
Develop and maintain positive relationships with public officials, nonprofit partners, community groups, and other external stakeholders.
Provide expert advice on affordable housing regulations and best practices to other organizations and partners.
What You Need to Succeed:
A strong understanding of affordable housing regulations and financing.
Ideally, a graduate or professional degree in urban planning, community development, architecture, or a related field, with an emphasis on real estate and affordable housing.
A minimum of five years of experience in the affordable housing sector.
Proven ability to effectively work with lenders, investors, public officials, and tenants.
Familiarity with federal, state, and local financing sources for low-income housing.
Strong project management and organizational skills, with the ability to lead and coordinate cross-functional teams.
Exceptional communication skills, including public speaking and facilitating community discussions.
Expertise in negotiating, with strong political savvy.
Knowledge of architectural and construction practices, with experience supervising the design and construction of low-income housing projects.
Proficiency in MS Office Suite (Word, Excel, PowerPoint) and the ability to learn and use internal proformas (e.g., Novins ProforMAP).
Physical Requirements:
Ability to travel to project sites and across counties as needed.
Frequent desk-based computer tasks, sitting or standing at ergonomic desks.
Occasional standing, walking, lifting/carrying objects up to 15 pounds.
Rarely involves bending, kneeling, or heavy lifting.
