Summary
Reporting directly to the Chief of Compliance and Performance Management Officer, this position will oversee compliance of Federal and local government programs covering Public Housing and the Housing Choice Voucher Program (HCVP), including, but not limited to: Fair Housing; Reasonable Accommodations; Relocation; Davis- Bacon; Section 3; MBE/CBE; other federal and local government labor standards and procedures; Language Access; Interpretive Services, etc. This is technical and project management work overseeing the development, establishment, and enforcement of quality assurance standards, procedures, and measures for NRHA and, the development and implementation of planned and systematic processes that provide confidence of programmatic or service effectiveness. testing to maximize the benefit of business investments in initiatives. Work is performed under the direction of the Chief Compliance and Performance Management Officer, while exercising a high degree of independence and is reviewed through conference, reports, and the effectiveness with which departmental objectives are met.
Essential Functions
Plans, schedules, and evaluates the work and performance of professional, paraprofessional, and technical personnel. Coordinates program and process meetings with NRHA staff on quality control activities, documentation, inter-divisional interfacing, presentations, planning, internal program audits, reviews, assessments, and troubleshooting. Writes standard operating procedures regarding Section 3, CBE/MBE, and other labor standards-based projects and actions. Develops and establishes quality assurance measures and standards for use in the organization, such as programmatic criteria policies, workflow processes, and documents associated with maintaining a service or product to a given set of requirements. Audits processes, products, and services with internal and industry standard rating/statistics/metrics to assure process improvement and best practices are used. Submits and presents reports, recommendations, or alternatives that address existing and potential trouble areas in programs, workflows, systems, and/or projects. Knowledge of Davis-Bacon regulations, enforcement, monitoring, and reporting. Knowledge of the regulations governing Section 3, MBE/CBE, and other labor standards governing construction projects. Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
Education and Experience
Associates Degree in business or public administration (Bachelor’s Degree preferred) or a closely related field, plus at least three (3) years’ experience in the field of compliance management with a focus on housing programs, labor standards oversight, benchmarking, creating metrics, evaluations, quality reports, auditing, assessments, quality control activities, interfacing with configuration management, release management, troubleshooting, problem resolution, data or information analysis, in which at least one (1) year must have involved lead/supervisory duties; or an equivalent combination of education, training, and experience.

Physical Demands/Work Environment
While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Ability to demonstrate excellence in customer service.

This position qualifies for a $5,000 new hire payment, delivered in two installments. Remote work is available per NRHA's flexible work arrangements policy.
