Job Summary:
Under the direction of the Superintendent, the Assistant Superintendent of Business Services serves as the chief financial and operations officer of the district, providing strategic leadership and oversight of all business, financial, and operational functions, including Business Services, Nutrition Services, Facilities, Transportation, Maintenance and Operations, Technology, and Benefits. This position ensures fiscal integrity, compliance with regulations, and efficient allocation of resources to support the district’s educational mission.
Essential Duties and Responsibilities
Strategic Leadership & Financial Oversight:

Serves as the chief financial advisor to the Superintendent, Board of Education, and district personnel.

Provides leadership in budget development, fiscal planning, and long-range financial forecasting to ensure financial stability.

Develops and implements policies and procedures to ensure effective financial management, regulatory compliance, and operational efficiency.

Leads the district’s budget planning process, including financial projections and multi-year planning.

Supervises and oversees all fiscal operations, including accounting, payroll, purchasing, and audits.

Ensures compliance with state, federal, and local financial regulations.

Administering pupil attendance for the District and provide for the preparation of required county, state, and federal reports.

Coordinates the preparation and presentation of fiscal reports, income projections, and financial status updates to the Board of Education.

Oversees independent audits, ensuring transparency and accountability.
Operations, Risk Management & Facilities Oversight:

Provides administrative leadership and oversight for the district’s operational departments, including Facilities, Maintenance & Operations, Transportation, Nutrition Services, and Risk Management Property and Liability.

Directs and evaluates the district’s risk management program, including liability, property insurance, and health benefits.

Manages facilities planning, construction projects, and maintenance operations to ensure safe and effective learning environments.

Plans and oversees developer and mitigation fees to support district growth and facilities expansion.
Interdepartmental & Stakeholder Collaboration:

Collaborates with district leadership, site administrators, and departments to align business services with educational goals.

Ensures clear and effective communication with stakeholders, including the Board, staff, community members, and regulatory agencies.

Assists in employer/employee relations, including negotiations, contract administration, and labor relations.

Serves on the District cabinet team.

Participates in school and community functions.

Engages in team-building and leadership development efforts within the business services division.
Compliance, Policy Development & Legislative Analysis:

Stays informed of pending legislation and legal mandates affecting district finances and business operations.

Develops and maintains accountability systems for effective monitoring and reporting of business services operations.

Plans, organizes, and directs management accountability and audit programs to ensure efficiency and compliance.

Represents the District to Joint Power Authorities for Business and Operations.

Performs other job-related duties as assigned.
Qualifications
Education & Experience:

Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, or a related field (Master’s degree preferred).

Minimum three years of progressive leadership experience in school district business services or public agency financial management.

Chief Business Official (CBO) certification from a recognized organization (e.g., California Association of School Business Officials) is highly desirable.
Knowledge of:

Strong expertise in public school finance, budgeting, and fiscal compliance.

Knowledge of California education funding, state and federal financial reporting requirements, and local government operations.

Leadership experience in business operations, facilities management, and risk management.

Excellent analytical, communication, and problem-solving skills.
