The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the City receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

The DCP Protective/ Diagnostic (PD) Units child protective team is the largest within DCP, and the largest in each of the Borough offices. Child protective staff are responsible for investigating every allegation that is reported, and also for conducting a comprehensive assessment of the immediate safety and risk of future harm to each child in the family. Based upon the case circumstances, child protective staff may act immediately to protect the children.

Responsibilities

Under the general supervision of the Child Protective Supervisor Level II, with moderate latitude for the exercise of independent action and decision making, the Child Protective Supervisor Level II will be responsible for the following:

  • Utilize social services skills and experience to work with more sensitive and difficult cases involving investigations of abuse or neglect
  • Function as a consultant to caseworkers, offering resource information related to human service providers, legal services, etc
  • Serve a quality assurance function by reviewing narrative reports and supervisory controls, sampling data, reconciling figures and ensuring consistency and accuracy of data
  • In the absence of the Child Protective Supervisor Level II and at the discretion of the CPM, may provide unit supervisory coverage and sign off on any case actions or forms, which would ordinarily require the Child Protective Supervisor Level II's signature
  • At the direction of the Child Protective Supervisor Level II, the Child Protective Supervisor Level I will make field visits for the purposes of investigation or consultation and to ensure that unit’s mandated monthly visits are completed with his/her role flexibility
  • Develop a plan for deployment of cases when caseload dispersal is necessary
  • Perform related tasks
  • Exemplify leadership skills of effective communication, modeling, coaching, educating and support to foster quality supervision to subordinates on a regular basis
  • Attend, participate and provide support to Child Protective Specialist staff with all type of conferences
  • As needed, the Child Protective Supervisor Level I may make field visits for the purposes of investigation or consultation
  • Provide a written review and face to face conference with the CPS staff on the 5 days and 25 days review on each case active in the unit. Review FSS, FASP, LTS and FAD as part of the 5 days review
  • Cover Child Protective Specialist caseloads when the worker is on medical leave and/or vacation
  • The Child Protective Supervisor Level I will assist Child Protective Supervisor Level II with the review of determination and corrective action letters prior to them being sent to either foster care agencies and daycare

Preferred Skills

The preferred candidate should possess the following:

  • A record of proven managerial or supervisory accomplishments in child protection or a closely related

human service field

  • Master of Social Work degree or Master’s degree in a related discipline
  • Excellent communications skills
  • Ability to deal tactfully and effectively with diverse constituencies at all levels and an extensive

understanding of child welfare issues

  • Knowledge of the NY State Connections comprehensive case management system or other automated

child welfare system

  • Familiarity working with NYC’s diverse communities
  • Experience and ability to step into an existing unit and assume all responsibility quickly
  • Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines; 30 semester credits toward a Masters of Social Work degree or toward a graduate degree in a related field; plus eighteen months of child protective casework experience.

Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities is or has been the subject of a child abuse and maltreatment report.
