The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.
The ACS Police and Security Unit has a headcount of 212 uniformed Special Officers who are responsible for overseeing and coordinating safety and security for all ACS locations and properties, ACS staff, children and youth in care, and visiting public/clients and families. The Unit enforces Agency policies and procedures, and the New York City (NYC) Penal Law. The ACS Police and Security Unit provides information, guidance and training on safety and security (i.e., Security Guard assistance, emergency response, medical distress/health crisis, bomb threats, thefts, crime prevention and threats to oneself or others) to all ACS staff.
The New York City Administration for Children’s Services (ACS) is seeking an outstanding candidate to serve as the Deputy Director of Security for the ACS Police and Security Operations Unit. The Director of Security will report directly to the Director of Security for the ACS Division of Administration, ACS Police-Detention. The selected candidate will become an integral member of the leadership team for one of the country’s premier children’s services agencies dedicated to strengthening NYC’s families and their 1.8 million children. The selected candidate will become an integral partner of the executive team of the secure detention facility.
The ACS seeks to employ a Deputy Director of Security overseeing Police Operations at both Crossroads and Horizon Detention Centers. The Deputy Director of Security will report directly to the Director of Security for the ACS Division of Administration. The selected candidate will monitor, train, and ensure the proper enforcement of all aspects of ACS Police operations within the Detention facilities.

Minimum Qualifications
The successful candidate should possess: - At least fifteen (15) years of professional supervisory experience as a Correctional Administrator, Correctional Superintendent, Warden, Deputy Warden, Regional Director, Director, Chief or other senior level supervisory experience in a correctional setting. - Experience overseeing and managing the operations of a large correctional facility, large county jail, detention center or correctional system. - Working knowledge of modern principles and practices in correctional administration rehabilitation and inmate programs, inmate housing and classification, correctional facility security and emergency response operations. - Prior professional experience with planning, evaluating, organizing and implementing best correctional practices, policies and procedures. - Demonstrated success in formulating policies, goals and objectives for correctional employees. - History of evaluating the performance of institutional operations and the effectiveness of programs in relation to the inmate population and maintaining high standards and work objectives. - Ability to understand and address the problems of custody (especially security), treatment and training of inmates. - Experience providing mentoring, coaching, guidance and leadership to correctional staff. - Ability to develop performance improvement plans and manage them in a changing environment.

Responsibilities Include
- Collaborate with Senior ACS Executive staff to ensure that facility leadership and staff, to include Captains, Lieutenants, and sergeants, closely adhere to safe and secure operational practices within their assigned facilities.
- Monitor, enforce, and develop processes to measure and evaluate all aspects of Detentions Police operation in compliance with city, state and local regulations.
- Work closely with the Executive Team, to develop plans of action to address all areas of deficiencies while reporting directly to the Director of Security and Senior Executive staff. This will include analyzing data, identifying trends, establishing appropriate timelines, and monitoring progress.
- Make recommendations and document observations on whether tasks and duties outlined within agreed upon plans of action have been satisfactorily performed, reporting such findings and adherence to the Director of Security and Senior Executive staff.
- Establish operational/ practices topics for facilities to focus on, with related schedules and metrics to ensure that duties and expectations are properly met in a timely manner.
- Research, review, and recommend best practices.
- Perform other related duties as assigned.
