The Bureau of the Agency Chief Contracting Officer within the Division of Finance is primarily tasked with overseeing, managing, and executing citywide contracts on behalf of the Agency while adhering to citywide guidelines, rules and regulations, and policies.

Bureau of the Agency Chief Contracting Officer within the Division of Finance is looking to hire an exceptional, highly motivated and detail oriented procurement professional to serve as the Director of Compliance for the Compliance team. The selected candidate will report to an Assistant Agency Chief Contracting Officer, and lead a team of six contract managers, procurement analysts and procurement coordinators as direct reports.

Duties Will Include But Not Be Limited To

  • Liaise with program areas within the agency to ensure procurements are in compliance with, Local Law 63 and Local Law 1, as well as other Local Laws that can affect programs’ contracting and procurement process.
  • Draft and submit the Agency’s Local Law 63 plan to the Mayor’s Office of Contract Services, to ensure all applicable contracts and amendments are included in the plan.
  • Monitor contracts for compliance with MWBE goals.
  • Provide advice and guidance to programs on the requirements of all the Local Laws that effect their contracts and their contracting plans.
  • Monitor and track completion of Performance Evaluations in PASSPort.
  • Review SAF forms for clarity.
  • Assure housing searches are completed in a timely manner.
  • Review PLA, Prevailing Wage and Hire NYC reports for accuracy and timely follow up and submission.
  • Work with the Assistant ACCO to develop the annual agency LL63 Procurement Plan
  • Develop and provide (refresher) training to new and existing staff, as necessary.
  • Develop and update Tasks and Standards for staff and conduct performance evaluations annually.
  • Work with Vendors, ACCO staff and Program Units in a professional manner.
  • Coordinate staff assignments and track task performance and progress.
  • Manage daily priorities and ensure timely task completion.
  • Meet and confer regularly intracompany departments to ensure legal compliance.
  • Work on special projects as assigned to enhance the work of the Bureau and to improve procurement services Agency-wide; ensure entry of prompt and accurate information as needed.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or
  • A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or
  • Education and/or experience equivalent to "1" or "2" above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in "1" above.

However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
