The Energy Code Compliance unit seeks a candidate to assist in the rule-making process concerning amendments to the Energy Code and related regulations. The role focuses on establishing new metrics and energy targets based on research and reports from third-party consultants. The applicant will collaborate closely with these consultants to develop and implement the associated language in the Energy Code. They will receive, organize, evaluate, and issue recommendations on comments and proposed code changes submitted by the Energy Code Advisory Committee. Additionally, they will research, draft, and prepare proposed amendments while identifying provisions with potential NYC Construction Code overlaps. They prepare opinions of probable cost and benefit statements of specific proposed changes as assigned.

The candidate will provide technical assistance on Energy Code issues to internal plan examination staff, design professionals, and the public, offering advice and guidance on understanding and applying the Energy Code. They assist in the research, development, and promulgation of code interpretations and other technical documents. The role includes performing technical reviews of applications, plans, specifications, and other supporting documentation during the evaluation of Variance requests in accordance with the CCD1 process.

The candidate will utilize their education, knowledge, and experience to review and develop training materials for code users on the Energy Code, including how to read and interpret documents and perform inspections. They may also present training courses to code users at conferences.

Minimum Qualification Requirements

Candidates must meet these requirements for the civil service title and the requirements specific to this position in the section below

  • A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or
  • An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or
  • A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity.
  • Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows:
  • One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following:
  • Journey-level experience in one or more of the skilled building trades; or

ii) Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or evaluator responsible for cost estimation; or

iii) Full-time building construction management experience; or

iv) Full-time experience in construction field supervision or inspection.

  • Education will be credited as follows:
  • One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years.

ii) A master’s degree in any of the disciplines described in “1” above, or a related field, will be credited for one (1) year of acceptable experience.

iii) A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience.

Only candidates with at least five years of experience in professional practice responsible for performing advanced and critical design of building and/or mechanical systems, including code compliance, preparation of construction documents, and construction services will be considered.

REMOTE WORK

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

FUNDING

This position is funded by the federal Energy Efficiency and Conservation Block Grant (EECBG). The grant end date is 8/31/2027.

Preferred Skills

  • Registered Design Professional (RDP) status. - A Master's degree in Engineering, Architecture, or a sustainability-related field. - Working knowledge of the codes, laws, rules, and standards regulating the design and construction of buildings. - Familiarity with building costs and the development of opinions of probable cost. - Good knowledge of building materials, their function, and physical properties. - Working knowledge of construction methods and sequence of operations building science knowledge of mechanical, electrical, and structural engineering. - Experience in code development, drafting, evaluating, and/or presenting code change proposals and public comments. - Familiarity with the code development process of the International Code Council and the - American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASH RAE). - Familiarity with the NYS Energy Law, Executive Law, NYCECC, and other NYS and NYC regulatory processes. - Demonstrated experience with successful stakeholder coordination and timely project delivery. - Experience in the development of training curriculum and the presentation or delivery of technical information. - Strong computer skills, including proficiency in MS Office and use of energy modeling software (eQUEST, Energy Plus, DOE-2.2, 2.2R, etc.). Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
