Responsibilities

DCWP is looking for an experienced finance professional to serve as Executive Director of Finance / Admin Staff Analyst and manage all of the Department’s fiscal needs. Reporting to the Deputy Commissioner of Administration, responsibilities include but are not limited to:

  • Support DCWP Executive Management, programs, budget staff, OMB and other stakeholders with the highest level of customer service, professionalism, and relationship management.
  • Lead the Finance Office, including Procurement, Accounts Payable and Receivables, collections, accounts receivables, Budget and accounting staff. Skillfully manage the agency's budget, including budget planning, forecasting, and tracking headcount and expenditures.
  • Oversee preparation of agency New Needs, Budget Reductions, and other Financial Plan actions.
  • Oversee review and approval of job postings, PARs and other hiring proposals for appropriate funding and headcount.
  • Oversee financial reporting for the unit, including monthly budget metrics, preparation of financial plans, presentations to executive management, and ad hoc reports to facilitate decision making.
  • Provide analytical support as required to substantiate budgeting and forecasting projections.
  • Analyze and interpret expenditure variance reports for management.
  • Recommend and implement process changes to improve forecasting accuracy, strengthen internal controls and enhance reporting capabilities.
  • Business ownership of all databases and processes utilized to produce information for the Finance Office.
  • Lead development of improved Budget tracking and monitoring tools, processes and budget constructs.
  • Ensure the agency is compliant with City financial policies, rules and regulations.
  • Participate on cross-functional teams to solve agency issues.
  • Assist on special projects as required.

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Preferred Skills

  • At least five years of related professional experience. - Two years of substantial management experience. - Expert knowledge of budget cycles, policies and procedures, and accounting methodology. - Experience using City financial management systems, especially FMS, CHRMS, HHS Accelerator etc. - High degree of proficiency in Excel (power user), Word, PowerPoint. - Must be detail-oriented, accurate, and possess solid analytical skills. - Demonstrated initiative, good verbal skills, and ability to tailor a presentation to its intended audience. - Must be responsive possess effective people skills ability to work with employees at all levels throughout agency. - Familiarity with city procurement processes.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
