THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $120,000 - $138,684.
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
In 2017, ACS established the Division of Child and Family Well-Being (CFWB) to develop innovative primary prevention programs that serve families in NYC. Rooted in the belief that all New Yorkers should have access to quality resources and opportunities that enhance their capacity to thrive, CFWB provides direct connections to primary supports for families to improve the well-being of children and families and by extension, their communities. CFWB also provides access to quality resources and opportunities that promote child and family well-being, enhance families' capacity to thrive, and helps minimize child welfare system involvement.
The Office of Strategy, Research, and Provider Partnerships (SRPP) in the Division of Child and Family Well Being (CFWB) at ACS consists of four teams that manage ACS's Family Enrichment Centers and PromiseNYC programs and lead strategic, analytical, and data-driven collaborative portfolios of work to support CFWB offices, programs, and policies. The teams include – FEC Program Management (FEC PM), Child Care Data Management (DM), Strategy and Research (SR), and Program Sustainability and Improvement team (PSI).
The FEC Program Management team oversee the development and implementation of 29 (soon to be 30) contracted Family Enrichment Centers citywide, providing budget management, coaching, and technical assistance to contracted staff at each FEC to ensure it is implemented with high quality and model fidelity.
Job Duties :
Program Leadership and Oversight
- Lead and oversee the FEC Program Management team's practice in providing budget management, coaching, and technical assistance to each of our contracted 29 (soon to be 30) FECs, ensuring consistency and alignment with FEC Model Standards and contracts, the model's intended outcomes, and ACS / City fiscal management policies.
- Oversee the Program Management team's continuous learning and improvement processes to enhance system-wide clarity of the FEC model, adapt practice to respond to system-level implementation and model fidelity coaching needs and individual FEC needs.
- Collaborate with internal Divisions such as Finance, IT, Procurement, legal, and External Affairs.
- Lead operational and fiscal functions to ensure program accountability.
- Effectively manage the Program Management team through a collaborative leadership approach, including coaching the team in how to engage each other in shared prioritization, problem-solving and decision-making, rather than directive or authoritative styles.
- Foster a culture of trust, mutual respect, collaboration, accountability, ownership, and mentorship while ensuring well-defined and manageable roles and equitable distribution of workloads across the team.
- Oversee the ongoing development of standards, tools, resources and training processes to ensure a successful FEC expansion with optimal model fidelity.
- Prepare presentation-ready communication and regular system-wide implementation progress reports; share and present updates on FEC implementation, quality, and fidelity performance metrics.
