THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE PROGRAM EVALUATOR.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
ACS’ Division of Youth & Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles awaiting disposition in family and supreme courts, as well as a network of community-based delinquency prevention, alternative to detention, and alternative to placement programs for youth involved in, or at risk for involvement in, the juvenile justice system. DYFJ oversees a wide network of providers throughout the five boroughs that operate placement sites for youth who are adjudicated delinquent and placed by the New York City Family Court as part of the Close to Home initiative.
Within DYFJ, the Office of Juvenile Justice Programs & Services (JJPS) ensures youth are receiving comprehensive and consistent medical, mental health, case management, social and educational services by (a) developing and overseeing ACS’ array of programming/services for court involved youth, (b) strengthening mental health services, (c) tracking data, identifying trends, and implementing effective interventions, and (d) coordinating training and staff development around specific clinical, mental health, and programmatic issues (e.g. LGBTQ youth issues, family engagement, substance abuse, impact of trauma, etc.). In addition, JJPS organizes DYFJ’s family engagement and parent support work, and provides staff training on mental health, trauma, LGBTQ issues, and Commercially Sexually Exploited Children.
JJPS is seeking a Program Service Evaluator who will develop and support implementation of health and specialized programs in detention, placement facilities, community-based alternatives, and Department of Education (DOE) operated schools.
The duties and responsibilities of the Program Service Evaluator will include, but will not be limited to:

JJPS is seeking a Program Service Evaluator who will develop and support implementation of health and specialized programs in detention, placement facilities, community-based alternatives, and Department of Education (DOE) operated schools.
The duties and responsibilities of the Program Service Evaluator will include, but will not be limited to:
- Partner with facilities, contracted providers, and DOE year-round to develop/support implementation of health programs and services for all Secure Detention, Non-secure Detention, Non-secure Placement, and Limited Secure Placement youths
- Coordinate and support strategic analysis and project planning, including needs assessments, service gaps identification, and creation/execution of project work plans/timelines
- Manage and analyze projects accountability, and identify resources needed to bring projects to scale to ensure quality care for youth, and improved outcomes for youth and families
- Collaborate with intra-divisional staff to develop activities, workshops, events, and programs that promote overall health and well-being
- Assess internal and external programs via observation, surveys to residents and staff, and other evaluation methods to provide feedback and continuous improvement recommendations for programs, policies, and procedures
- Develop, implement, and support cross-divisional training, and support Executive leadership with logistics and coordination of training activities
- Assist in training DYFJ and contracted provider staff to implement programming, and provide technical assistance, as needed
- Conduct research to develop initiatives and innovate in the areas of juvenile justice and youth development, and disseminate research findings
- Track data in efforts comprehensively map and analyze youth and family-related trends to better address unmet or changing service needs, and advise on the development of related protocols, procedures, and policy decisions
- Maintain JJPS-assigned contract development and organizational management activities, and ensure contracts and proposals are properly entered into databases, securely maintained, and tracked
- Develop and draft a wide range of divisional materials and publications for Health Services and Specialized Programs (e.g., Pregnant and Parenting, Restorative Justice, staff wellness)
- Develop monthly, quarterly, and annual reports to provide updates, programmatic proposals, strategic plans, white papers, and other materials
- Attend meetings with and on behalf of Senior/Executive staff, and conduct follow-ups with relevant stakeholders
- Develop and maintain relationships with other public agencies, and a wide network of community-based organizations and volunteers via regular outreach and engagement efforts

Minimum Qualifications
- A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or
- A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.
