Position Summary: The NYC Public Schools (NYCPS)’s Office of Food and Nutrition Services (OFNS) is dedicated to providing NYC students with access to healthy food choices with the highest nutritional standards. OFNS has a critical impact on the overall education of students as we serve meals daily throughout the 5 boroughs of New York City. With over 8,000 employees and an approximately $550 million budget, the organization has a significant influence on the national school food industry and the eating habits of future generations.
The Budget Accountant plays an integral role in supporting complex business and finance activities associated with the Office of Food and Nutrition Services (OFNS). The incumbent performs various phases of work involving budgeting and accounting, as well as to ensure that that practices and procedures follow budgetary constraints as well as sound fiscal policies. Performs related work.
Reports to: Budget Manager, OFNS
Direct Reports: N/A
Key Relationships: Works directly with the Budget Manager of the Office of Food and Nutrition Services; and all staff in the OFNS Finance office; also works closely with business teams in all operations within OFNS.
Responsibilities
Minimum
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the
Minimum requirements, at least one year of experience as an Accountant - Assignment I or at least two
years of satisfactory full time professional accounting or auditing experience.
Preferred
$63,044 (New Hire Rate)
$72,499 - $77,426 (Incumbent - 2 years of full-time continuous city service)
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)

Responsibilities
- Performs professional complex budgeting and accounting work within the OFNS Finance.
- Assists with the direction of accounting entries and records, including program budgets and budget modifications.
- Monitors and controls encumbrances against approved budgets.
- Processes financial documents associated with the OFNS.
- Liaises with budget directors within NYCPS and with other finance experts to improve efficiencies; reconciles budget and payroll expenditures and assists with inquiries regarding the table of organization.

- Records revenue receipts associated with the OFNS; creates and reconciles bank deposits while ensuring that work aligns with NYCPS policies.
- Collaborates closely with Contract Management unit to create purchase orders while ensuring that procurement rules and procedures are followed.
- Manages financial responsibility of approximately $200 million in association with purchase orders.
- Prepares and analyzes OFNS financial reports periodically, including, but not limited to, Cost Per Meal Report, M/WBE Spending Report and Purchase Order Status Report.
- Develops complex statistical formulas for the forecast of expenditures and the allocation of funding.
- Participates in and reviews the analysis and interpretation of budget and accounting data.
- Performs other budget and accounting activities as directed by the Budget Manager of OFNS Finance.
Minimum
- A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
- A valid New York State Certified Public Accountant license.
