Position Summary: The Office of Food and Nutrition Services (OFNS) employs a workforce of over 8,000 employees in 1,500 locations to prepare and serves New York City Public Schools (NYCPS) students over 150 million meals annually. To carry out this work OFNS annually uses $300M of equipment, food, supplies and services purchased under contract, and $40M of Federally supplied food commodities.
The Director, IPM Services has a threefold approach to the management of the unit which includes complex decision making and quality assurance management, reporting and statistics for internal and external stakeholders and management of contracted services. The Director of Integrated Pest Management (IPM) will be responsible for setting the strategic direction, driving operational excellence, and delivering superior value to our NYCPS and offices, employees, and executive team. Performs related work.

Responsibilities
- Develops and executes the strategic vision and business plan, identifying growth opportunities, market trends, and competitive positioning strategies to drive long-term value creation.
- Oversees all aspects of IPM; manages customer escalations timely and supports all in resolving service issues and creating action plans for resolution.
- Manages, trains, develops and fosters knowledgeable staff in the theory of integrated pest management.
- Researches best practices for Operations and amends policy to ensure optimum services.
- Liaises with citywide IPM leaders to ensure continuity of services throughout New York City.
- Recruits, develops, and mentors a high-performing exterminating workforce, fostering a culture of collaboration, innovation, and accountability to achieve objectives.
- Collaborates with Regional Directors and supervisory staff in proper procedures and follow up.
- Manages customer escalations timely and supports technicians, administrators, operations staff and management in resolving service issues while creating action plans for resolution.
- Creates a course of remediation and skillfully identifies sources of issues in support of proper procedure.
- Ensures compliance with Department of Environmental Conservation and Department of Health Local Law 37 requirements, industry standards, and environmental regulations governing pest control operations, and liabilities.
- Manages inventory including purchases and distribution of proper equipment and supplies, ensuring that all pesticide applications are in compliance with NYSDEC and NYC LL37; manages an online system of listed products, dosage rates, etc.
- Develops standard operating procedures.
- Evaluates overall contract functions and recommends changes to policies in order to streamline functions.
- Manages financial performance, budgeting, and forecasting, optimizing revenue, expenses, and capital allocation to achieve financial targets and maximize returns.
- Directs performance assessment of contracted vendors regarding obligations set forth by contractual negotiations and policy; reports noncompliance with vendor agreements and manages vendor accountability.
- Communicates effectively with the Executive Team, providing regular updates, performance reports, and strategic insights to foster transparency and trust.
- Represents senior staff in matters of importance.
Minimum
- A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in purchasing and or inspecting supplies, materials, products and services such as: paints, linoleum, hose, sand, brick, wire, shades hardware and tools, plumbing, electrical machine shop, building and cleaning supplies; furnishings and furniture, lumber and wood related products, metals, equipment, foods, drugs and chemicals, fuel, textiles, printing, stationery, automotive equipment and/or repairs, transportation services and other comparable items and/or services; at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
- An associate degree from an accredited college, plus six years of satisfactory fulltime experience as described in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
- A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time experience as described "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
- A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 45 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma or its educational equivalent and at least three years of satisfactory full-time experience as describe in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity.
- 3 years of leadership experience in the pest control industry, with a proven track record of success in driving business growth, operational excellence, and financial performance.
- Licensed as a NYS Commercial Applicator in 7A, 7B, 7C, 7F, 8.
- Strong business acumen and strategic mindset, with the ability to identify opportunities, develop competitive strategies, and execute business plans to achieve sustainable growth.
- Excellent leadership, communication, and interpersonal skills, with the ability to inspire and motivate teams, build strong relationships with all government agencies, and influence stakeholders at all levels.
